Health Sector Policy Support Programme in the Philippines
The Project
Availability and utilization of affordable and financially sustainable,
quality essential health services and population programmes in the
Philippines continue to be issues in need of further support and
development. Within the framework of the Philippine Government's
efforts to advance its health sector reforms, the envisaged project is
designed to support the reform programme ("FOURmula One for Health" -
F1-for-health), which aims at attaining better outcomes, more
responsive health systems and equitable health care financing through
action in four areas:
Financing - increased, better and sustained investments in health;
Regulation - better quality and cheaper health products;
Service delivery - enhanced accessibility and availability of health
care;
Governance - enhanced health system's performance, in particular
through improved public finance management and sector-wide management.
Consequently, the envisaged project will be giving special attention to
issues such as
- financial sustainability of national health insurance and extended
insurance cover for the poor
- governance, operational efficiency and service provision in public
hospitals
- utilisation of cost-effective public health programmes and primary
health care services
- quality, accessibility and safety of health care related products,
facilities and services
- governance in health sector through
(i) more efficient local health systems based on inter-local health
zones and partnerships with the private sector,
(ii) increased public accountability,
(iii) improved health sector planning, monitoring and evaluation,
(iv) increased efficiency and effectiveness of public health spending
and
(v) improved public finance management.
GTZ is currently preparing the tender for this project and is inviting
suitable candidates to apply.
Your Tasks as Pharmaceutical Management Expert:
The Pharmaceutical Management Expert will provide technical support to
the Department of Health (DOH) of the Philippines and provinces on drug
policy and drug management issues with special focus on increasing the
rational selection and use of medicines and the efficiency of drug
procurement and distribution systems in province implementing the
government reform programme.
Responsibilities will include:
- assistance to the Teamleader in all drug-related tasks
- assistance with revision of the national drug policy within the
framework of F1-for-health and its implementation
- capacity building of DOH's staff through training on how to put into
effect approved national drug policies and relevant rules and
regulations
- selection of effective interventions to improve equity, efficiency
and appropriateness of pharmaceutical services both at central level
and in provinces embarking on F1-for-health implementation with focus
on
(i) designing and implementing drug financing mechanisms to ensure
access to essential drugs for the poor in collaboration with
Philhealth, local government units and other stakeholders
(ii) strengthening of central and provincial drug supply systems
(iii) coordination of national initiatives on improving quality use of
medicines, like Philhealth quality improvement programmes, Sentrong
Sigla certifications to improve the rational prescribing and use of
drugs
(iv) supporting/training local and provincial Drug and Therapeutic
Committees to promote, monitor and improve prescribing practices to
ensure safe, effective and cost-effective use of medicines
(v) provide input in the rationalisation of drug procurement practices
(vi) facilitating in collaboration with WHO the expansion of national
drug price monitoring system using the WHO/HAI methodology and ensuring
wider dissemination of this information
Your Qualifications:
The following qualifications and experiences are mandatory:
- university degree at Master's level or equivalent in a relevant field
- a minimum of 10 years relevant professional experience with 5 years
international experience in at least three developing countries
- extensive experience in all aspects of the drug management chain
- strong communication and drafting skills
- fluency in English, both written and spoken
