E-drug: Rational use of drugs (cont)

I would not extend the definition from the original one, since in whatever
situation the use of medicines should be based on medical indication implied
by 'clinical need'. Extending to healthcare needs might justify the use of
medicines based on other things apart from medical clinical indication, e.g.
desire for treatment, trends etc. It might also undermine the individual
need of patient.
