The comments of the e-drug moderator, Wilbert Bannenberg, at the end of
your e-mail are quite correct and of course in a situation where there
is really no alternative one could consider as a local doctor or
pharmacist using expired drugs. It's however absolutely no mandate for
distributing or donating these drugs. Therefore the question how these
drugs became expired in rural Tanzania is a very interesting one. Are
you researching this as well?
On the e-drug mailing list there has been an extensive discussion on
expired drug donations between May 8 and May 23, 1997. More than 10
e-druggers participated in this discussion which provides some
interesting viewpoints on the issue of donating expired drugs. I can
provide you with a copy of this discussion, if you want, by snailmail or
fax. You can probably find the e-mails in the hypermail archive of
