E-drug: Re: MSH-Bill Gates Foundation Essential Medicines Franchise

Thank you Patrice for airing this development.
I have also been baffled by this approach since I first heard of it.
I did hear that standard drug list drugs would be used but that is not
enough!
Apart from the very relevant issues raised by Patrice, several more
questions:
What is the relationship between the franchisee and the other members of the
team?
Is there a Memorandum of Understanding between the franchise program
and the MOH essential drugs program or PHC program that determines
- selection of franchisees
- the role and job limits of the franchisee
- limits to benefits that would be more than the benefits of other
MOH/PHC/EDP staff
- training of franchisees that does not conflict with training principles
for other PHC/MOH staff
- the criteria for use of drugs (treatment guidelines etc)
- recording keeping and ownership of records
- use of health information
- lines of authority - to whom are the franchisees responsible
E-druggers will surely think of more issues. I look forward to hearing
more.
