Dear Val,

The new draft (when will it be published?) World Bank Standard Bidding
Documents "Procurement of Health Sector Goods" does give the opportunity
to set conditions for eligibility of suppliers. But that is in fact not
pre-qualification. Let me quote from the Ghana MoH Procurement Procedure
Manual (November 1999) about pre-qualification (I know u\you have a
copy):

"The procedures for pre-qualification share many similarities with those
required for tendering (see section below). The requirement for wide
advertising of the opportunity to pre-qualify, the preparation and
issuance of documents and the evaluation are common to both
pre-qualification and procurement. The use of pre-qualification is more
common for civil works than for goods or services, although in the
latter selection by using a short list may apply. An invitation to
pre-qualify is advertised and interested companies obtain a
pre-qualification document (based on the World Bank standard
pre-qualification document) that describes the information that must be
provided. This information falls into the groups:

1. experience and past performance;
2. capabilities in respect of personnel, equipment and plant; and
3. financial strength.

The details provided by the companies are evaluated. Companies that
demonstrate by the information they provide, that they have the
experience and the financial and logistical capability to carry out the
required project will be pre-qualified. Invitation to bid documents are
then sent only to these pre-qualified companies. It is customary to
issue pre-qualification documents free of charge. "

This gives room for use of country specific conditions. At the moment,
in Ghana we do not use pre-qualification of suppliers for the
procurement of essential drugs. Mainly because we feel it is not really
necessary and it is against open competition. However, we do think that
in the long run, using the suppliers' database now being built up,
shortlisting will take place.

PS I do remember that Medicins sans Frontieres in Brussels are using a
pre-qualification system with a questionnaire for suppliers: Dr.
Brigitte Renchon at brenchon@msf.org ( I trust she does not mind giving
this address)
