Dear Valerie,

Pre qualification of suppliers in Kenyatta National Hospital has been done
recently with a lot of success. Although we do not use any international
reknown protocol like World bank or WHO guidelines we have designed our own
form. For the first time we have managed to do away with the briefcase
suppliers.
This is simply what we did: We had already advertised our tender for drugs
and medical appliances on the daily press but the documents sold had a form
for prequalification attached. Although everybody who bought the document
and had items to tender returned the documents completed, only the
suppliers who passed our pre qualification criteria were discussed for
awards in our finance/tender board. The criteria as mentioned by other
e-drug discussions were based on past performance as we keep a data sheet
on
past perfomance where we blacklist firms that do not deliver quality
product or have tried to obtain awards through corrupt means or are
frequently unreliable. We also look at personnel and expect the forms to be
signed by the designated company pharmacist. Prequalification has also
reduced the workload of the present tender and for the first time the
whole tender was completely awarded within half the time taken in previous
years.
I would like to see more people react to our simplified system.
