E-drug: Re: Study on tax subsidies for donations of expiring drugs

Dear e-druggers,
Re James Russo's comments on short-dated drugs and market
value, how long is short?
In terms of international donations and the interagency guidelines,
anything less than a year of remaining shelf-life is short-dated
because of the time lag between sending the drugs overseas and
when they actually get used at the destination.
In terms of use within the country of origin, short-dated means
something more like three months or even less for very fast-moving
drugs in either retail or hospital pharmacy where drugs are used
within days or weeks from being issued.
Is tax relief on US overseas drug donations denied if they have less
than one year shelf life remaining? If not, what is the cut-off point?
