Dear E-druggers,

EPN invites interested consultants to submit a proposal to undertake an
evaluation of the project Tackling the Acute Pharmaceutical Human resource
Crisis in Church hospitals in Selected Countries of Sub Saharan Africa -
Upskilling and upgrading of Existing Pharmacy Staff (S-AFM-1011-0001-ESP )
that has been implemented in 2011 and 2012.

The organization

EPN is a non profit Christian Membership Organization whose mission is to
support Churches and Church Health Systems provide and promote just and
compassionate quality pharmaceutical services.

The project

The project (S-AFM-1011-0001-ESP) financed by the Bread for the World
Ecumenical Scholarship Programme has the following objectives:

1. Develop a detailed curriculum for the EPN syllabus for
pharmaceutically trained persons, pilot the curriculum, translate to French
and support its implementation within the Network

2. Provide Scholarships for staff from hospitals in the Network to
enrol in 1-2 year programs leading to the award of a pharmacy qualification
recognized in their country.

As such the project has two distinct arms: the Essentials of Pharmacy
Practice (EPP) course arm in line with the first objective and a scholarship
arm in line with the second. Under the scholarship arm, 16 scholarships
have been awarded so far to students from South Sudan, DR Congo, Tanzania
and Cameroon to undertake pharmacy courses in Kenya, DR Congo, Tanzania and
Cameroon respectively. The essentials of pharmacy practice course involves
training of hospital pharmacy staff with no previous training in pharmacy
for 12 weeks on a wide range of topics including therapeutics,
communication, inventory management and dispensing among others. A pilot
course was run in Kenya between August and October 2011. A course targeting
students from South Sudan was run in Gulu, Uganda. A third course was run
Butembo, DR Congo and a final course under this project is planned for
Malawi between August and November 2012.

The expected results for the project were defined as follows:

i. At least 80 staff from 4 countries qualified as pharmaceutically
trained persons (have attended 12 weeks of formal training in pharmacy)
ii. Country level reports on experiences and competencies of
pharmaceutically trained persons are available
iii. At least 16 staff from hospitals in disadvantaged areas enrolled in
/ have completed training leading to the award of a recognized pharmacy
qualification.
iv. Evaluation of the project undertaken and lessons available to share
with all interested parties

Scope

The evaluation will cover as far as possible all the categories of
beneficiaries of the project as well as project implementation and outcomes.
Funds for fieldwork are limited and consultants will be expected to be
strategic in their choices in this regard as well as gather as much data as
possible electronically.

The task

The consultants shall be expected to evaluate the implementation, success
and (potential) impact of the project and recommend future direction,
strategies and focus based on the findings. The consultancy shall include
but not be limited to the following:

i. Determining the extent to which expected results have been achieved
and the quality of those results
ii. Determining the extent to which the skills and competencies acquired
by the beneficiaries of both the EPP courses and the scholarships are being
applied in their day to day practice
iii. Assessing the impact of the training on the hospitals that have had
staff trained
iv. Presenting key findings and drawing key lessons learnt based on the
analysis of achievements
v. Formulating key recommendations to improve future projects

Qualifications

Interested consultants are required to provide a technical proposal for the
assignment and a corresponding fee note. A minimum of two consultants will
be required with both male and female genders represented. The consultants
will have the following minimum skill set:

* Pharmacy qualification with solid work experience in a health system
or academic environment
* Experience in evaluating similar projects
* Familiarity with pharmacy education

Fluency in English; and French or Kiswahili will be an advantage

Approach to the evaluation

Drawing from the experience and knowledge the consultants will propose an
appropriate method and criteria that provides the desired results at the
best value for money.

Timeframe

The consultants will submit proposals by 20 August 2012. The evaluation
will be done between mid October and mid November 2012.
