E-drug: Selection of E-Drugs by WHO

I am currently writing a paper analyzing the selection of e-drugs at WHO
and in general. I am specifically interested in how the price and
subsequent efficacy of different therapies are taken into consideration
in the process. I have already contacted WHO for their publications on the
subject. My questions are:
1) Are there any other countries that use the e-drug model and have
information on their selection process.
2) Are there any e-drug "primers" providing a good background on the
subject
3) Are there any studies comparing drugs for overall cost effectiveness as
well as efficacy?
4) Do you have any suggestions for organizations and/or people I could
contact about these questions?
