E-drug: Setting up an ED system

We are working on the Essential Drug List for the province of Karnataka,
India. It is a group of 30+ clinicians from all specialities of medicine
& different levels of health care setting under the Rational use of
drugs program of Karnataka State Pharmacy Council with the assistance of
Delhi Society for the Promotion of rational Use of drugs (an NGO
coordinating the India -WHO Essential Drugs Program).
The feed back I require from fellow health care professionals in this
field are :
1. In the EDL, are there country experiences of including the shelf
life of the pharmaceuticals? (It would help in planning procurement &
distribution as a ready reference depending on the shelf life of the
drug)
As we are interested in doing this, kindly suggest the references for the same.
2. Regarding the storage of the various pharmaceuticals at different
levels of hospitals ,are ready references available to guide the
Warehousing facilities? (WHO would surely have published this, but
the consolidated experiences is what we are looking at for the
distribution system.) i.e. the general infrastructure required for
storage of drugs.
3. Generally, how is the distribution of drugs from the Central
warehouse planned ?-Yearly, Half yearly or quaterly? -The logistics
of which is better.
4. The usual structure of the committee in charge of procurement of
pharmaceuticals?
