E-drug: siting policies for retail/community pharmacies?

Can E-druggers help whether, and if so, how pharmacies are sited in
their countries in the interest of public health? Or, in other words,
do countries have active policies to close certain areas for new
pharmacies, or to promote the opening up of pharmacies in underserved
areas?
Could E-druggers submit summaries whether such
policies exist in their countries, and if so, what criteria, methods
and legislative measures are used?
And how effective are these measures?
