WHO, as the UN technical agency for health, has a leading part to play in line with its constitutional mandate "to act as the directing and coordinating authority on international health work" and "to promote and conduct research in the field of health".4
More specifically, the Global Action Plan on Antimicrobial Resistance expects WHO to foster the development of new treatments, diagnostics, and vaccines.
