E-drug: Tightness of drug regulation in the North

Dear e-druggers,

An African Health Ministry that we are working with is looking for a
pr�cis or study on the European and/or American drug circulation
system that shows how tightly controlled it is, and how illicit
medicines (unapproved or patent-infringing) represent an
infinitesimal share of the market. This is in the context of pressure
from the drug industry and its allies on this Ministry toward not
implementing its compulsory-licensing provisions, on the ground
that cheap medicines in the South kill drug markets and drug
research in the North. The Ministry is looking for literature to
substanciate its objections to that spiel. Thank you for replying
