Consultancy to create the second edition of the publication
'Sources and Prices of Selected Medicines for Children'

UNICEF, the world's leading organization working for the rights of
children, seeks a consultant for a period of 10 weeks to compile the
publication 'Sources and Prices of Selected Medicines for Children', second
edition 2010.

Timeframe: 10 weeks, October until December 2009.

Background

In 2008, UNICEF Supply Division in cooperation with WHO has developed the
Interagency Publication 'Sources and Prices of selected Medicines for
Children'

The publication provides up-to-date information on the availability of
products and sources, as well as indicative prices of selected medicines
for children. The medicines covered in the publication will focus mainly on
the six major causes, accounting for 72% of all under-five cases of death:
pneumonia, diarrhea, malaria, preterm birth, asphyxia and pneumonia/sepsis
in newborns. In addition to these conditions, HIV and AIDS are considered
too, in particular the elimination of HIV infection in children. This scope
will be refined.

The aim of this publication is to assist countries and procurement
organizations in planning and finding supply solutions to respond to the
needs of children.

The second edition of the publication will focus on the research about
innovations in the sector of pediatric formulations in support to the 'make

Scope of Work

The second (or 2010) edition of the publication 'Sources and Prices of
selected Medicines for Children' shall be created, focusing on innovations
in the respective sector.

The work would entail
1. A preliminary review of UNICEF Supply Catalogue together with EML
2009 and EMLc 2009 to identify products that need to be deleted, and new
products that require sources
2. Refining the scope of the 2nd edition of the Sources and Prices
based on the latest edition of the EMLc
3. Creating a data base for the respective data management (with or
without a virtual public interface)
4. Collecting, compiling, reviewing and presenting data
5. Prepare the final publication, including an action plan for its
launch, distribution and use
6. Proposal for a new UNICEF catalogue content with supporting analyses
such as cost/benefit analysis of solid dosage forms (Dispersible tablets)
Versus liquids of the same API of selected medicines.

Outputs & deliverables

Under the leadership/direction of UNICEF Supply Division Copenhagen, the
consultant is responsible and fully accountable for planning and execution
of the requested tasks in a way, that reflects the scope of work as laid
out above in a timely manner. Outputs include;

1. A list of pharmaceutical products proposed for deletion, modification or
   inclusion in the UNICEF catalogue
2. A data base on sources and prices of medicines
3. 2nd edition of sources and prices of medicines
4. A cost/benefit analysis of at least 3 Actives, based on selected
   formulations as agreed upon with UNICEF

Submission of proposals

All applicants should submit their CV along with a document outlining how
they propose to carry out the assignment to achieve the desired outputs.
The proposal document should also provide the financial data with a break
down of the costs and a proposed payment schedule.

The proposals will be evaluated and potential candidates will be
short-listed for a telephone interview.

Minimum Qualifications and Experience

Education
Professional pharmaceutical or medical background or a related technical
field. Knowledge in supply chain and business administration an added
advantage.

Work Experience
Minimum 5 years of experience in relevant technical area, experience in
developing countries may be an asset.

Skills / Competencies
· Current knowledge of the latest developments and technology in the field
   of work.
· Ability to conceptualize ideas and produce clear and comprehensive
   reports
· Ability to work in a multicultural environment
· Able to work independently
· Computer skills, including internet navigation and various office
   applications
· Experience in data analysis and Microsoft Access Database management
· Experience with public procurement and/or UN monitoring and evaluation
   activities may be an asset
· Technical pharmaceutical decision making on choices of products and
   formulations

Languages
· Excellent writing and oral skills in English and knowledge of another
   UN language (French/Spanish) will be an asset.

Please find below the vacancy for Pharmacist (100%) for Medecins Sans

Medecins Sans Frontieres (MSF) is an independent, medical, emergency relief
organisation that provides assistance to people worldwide, regardless of
their background, religion or political convictions. MSF also appeals to
those in power and speaks out about the abuses we encounter in the course
of our work. The Dutch organisation ‘Artsen zonder Grenzen’ (MSF OCA) is a
member of the international organisation ‘Médecins Sans Frontières’.

The logistics department plays a key role in providing technical and
logistical support and in supplying drugs, medical material and non-medical
material to the field projects. The department consists of the Procurement
Unit and the Field Support Unit.

With immediate effect Artsen zonder Grenzen has a vacancy for a

                   PHARMACIST (100%) based in Amsterdam
Position
                                                                              
   The pharmacist reports directly to the Head of the Logistics Department.
   Together with the pharmacist in the Public Health Department (PHD) s/he
   is part of the MSF international pharmacist network and a counterpart to
   the pharmacists of the two other MSF supply centers in Belgium and
   France. The Pharmacist works together with the International Pharmacist
   Co-ordinator and the MSF OCA section pharmacist on validation of products
   and processes to safeguard quality of supplies. S/he communicates with
   other members of MSF international pharmacist group on pharmaceutical
   issues to develop a common policy with guidelines and protocols.
   Next to this the pharmacist communicates with suppliers of pharmaceutical
   products on compliance of QA procedures to safeguard quality of supplies
   and approval of product dossiers, and with suppliers and other players in
   order to facilitate sourcing of pharmaceuticals within the MSF QA scheme.

   Main characteristics

   - To assure compliance of MSF OCA medical procurement to MSF international
      policies and procedures for pharmaceutical Quality Assurance (QA);
   - To provide expert advice and support within MSF OCA on quality management
      regarding procurement and the supply chain of pharmacy related issues
      and items;
   - Develops and promotes a vision on pharmaceutical sourcing;
   - Monitors and evaluates the quality of medical products to be delivered to
      the field and accompanying procedures and policies, and from approved
      sources;
   - Facilitates the procurement and supply processes, especially regarding
      sourcing;
   - Initiates and develops an integral and coherent sourcing and procurement
      policy in the field of expertise and develops guidelines, protocols,
      procedures, etc. to support it;
   - Gives expert advice and technical support to other colleagues in the
      department on purchases and to line management for decision-making and
      purchasing and sourcing strategy;
   - Initiates/performs market research and analyses developments in field of
      expertise;
  = Initiates/performs manufacturer audits; audits are done with an external
      (GMP) expert;
   - Proposes inter-disciplinary, cross-departmental activities with (PHD)
      pharmacist;
   - Trains relevant staff members and warehouse personnel on quality aspects
      related to supply and Good Distribution Practice;
   - Updates the quality manual and supervises the procedures related to the
      wholesaler license and other licenses for which the pharmacist
      procurement is the main contact person.
                                                                             
Profile
We are looking for a qualified pharmacist (diploma accepted in Europe) with
experience in quality assurance and procurement of pharmaceuticals.
Knowledge of good distributing practice requirements and work experience in
the pharmaceutical industry is an asset. The candidate should have an
interest in the organisational context of MSF and be available to
occasionally perform worldwide audits, travel to the field and to other MSF
partners. Computer skills and fluency in English are essential next to
advisory skills, initiative and a result-driven approach. The person should
have a pragmatic personality and be a good communicator.

We offer
A contract for one year with a renewal option based on a fulltime
appointment in salary grade 7, with a gross monthly salary between € 2.872
and € 4.103 depending upon relevant professional experience and based upon
a 40-hour working week. Other benefits include 30 holidays and a premium
free pension.
