Management Sciences for Health (MSH) is a private, non-profit organization dedicated to closing the gap between what is known about public health problems and what is done to solve them. Strengthening Pharmaceutical Systems (SPS) is a USAID funded program whose mandate is to build capacity within the country to effectively manage pharmaceutical systems. MSH is opening an office in Bujumbura to implement the SPS program.

We are hiring for the following two technical positions. The Senior Technical Advisor position is an international post.

SENIOR TECHNICAL ADVISOR

The Senior Technical Advisor is responsible for coordinating and managing all activities for the Strengthening Pharmaceutical Systems (SPS) Program in Burundi. He or she is the primary liaison between SPS and the USAID/Burundi Health Team, the Ministry of Health, the Malaria Control Program, other stakeholders and partners involved with malaria and commodity management activities. He/she also works closely with other USAID implementing partners in Burundi. The Senior Technical Advisor manages the SPS/Burundi office, and works closely with SPS/Arlington to ensure that SPS plans and activities effectively address priority pharmaceutical and commodity management needs especially in the context of malaria. As the lead person for the SPS team in Burundi, he or she supervises staff and coordinates closely with other program staff to ensure the timely and coordinated delivery of SPS products and activities.

QUALIFICATIONS

1. Degree in a health related field including medicine, pharmacy, public health, health management or other related discipline. A Master's degree in public health or a related discipline is preferred.
2. Demonstrated experience in managing a similar project.
3. Demonstrated managerial and organizational skills in a developmental setting with flexibility to adapt to changing priorities and deadlines.
4. Experience working with malaria programs
5. Familiar with public health systems in Africa, especially francophone Africa, with a good understanding of key pharmaceutical management issues is strongly preferred.
6. Experience working with donors, especially USAID-funded programs, is desirable
7. Demonstrated experience coordinating with programs supported by international agencies such as WHO, World Bank, the Global Fund and bilateral agencies such as USAID.
8. Excellent interpersonal skills; demonstrated ability to interact professionally with a culturally diverse staff, clients, and consultants.
9. Proficiency in French and English, including reading, writing, and speaking skills, with ability to write lucid technical reports and documents in both French and English is required.
10. Demonstrated intermediate computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook
11. Ability and availability to travel within Burundi and internationally as needed.

SENIOR PROGRAM ASSOCIATE

The Senior Program Associate (SPA) assists with the implementation of specific malaria and drug management activities at the national and/or provincial and district levels. The SPA is responsible for implementing in-country activities as directed by the Senior Technical Advisor (STA), providing technical assistance to apply SPS tools, coordinating assessments and data collection activities and providing technical assistance to the malaria control program to draft key documents. The SPA is responsible for organizing and conducting workshops and training courses, and ensuring that the SPS Burundi program is responsive to the Malaria Control Program and the USAID/Burundi Mission needs. Under the guidance of the Senior Technical Advisor, the SPA works closely with MOH counterparts at the national, district and facility levels; with other USG and non-USG partners; as well as with the USG technical staff.

QUALIFICATIONS

1. Advanced degree in health, pharmaceutical sciences, or related field, or equivalent relevant experience.

2. Significant experience in providing technical assistance to malaria programs as well as capacity building in pharmaceutical management.

3. Experience within the health sector with understanding of malaria issues

4. Experience in conducting assessments, developing key recommendations and interventions

5. Experience providing training and setting up training programs and workshops preferred.

6. Creativity and ability to apply innovative thinking and problem solving; with flexibility to adapt to changing priorities and deadlines.

7. Demonstrated computer skills in Microsoft Office Suite Applications including Word, Excel, Outlook, and PowerPoint.

8. Proficiency in French and English, including reading, writing, and speaking skills
9. Experience working with USAID-funded programs highly desirable.

10. Availability to travel within Burundi as needed.

11. Strong communication and interpersonal skills, and ability to work as part of a team.

12. Strong logistics and organizational experience.
