Background

UNDP is a key partner to the Global Fund to Fight AIDS, Tuberculosis and
Malaria (GFTAM) and is the UN Agency assuming the role of Principal
recipient of GFTAM grants in Southern Sudan. In its role as Principal
recipient, UNDP Southern Sudan Office is responsible for the financial
and programmatic management of the GFTAM grant as well as for the
procurement of health and non health products. In all areas of
implementation, it provides capacity development services to relevant
national institutions, sub recipients and implementing partners.
Currently, as Principal Recipient UNDP bears full responsibility for the
operational and financial management of 5 grants: Malaria Round 2,
Tuberculosis Round 2, 5 and 7, HIV/AIDS Round 4.

UNDP Southern Sudan Office seeks M&E Manager to perform the following
GFATM grants' tasks:

* Monitor and evaluate results, outcomes and impacts of GFATM
Grants in Southern Sudan
* Strengthen systems that informs decisions making and enhance
programme learning and improvements of the grants
* Promote accountability for resources used in implementation of
the grants
* Document and provide feedback on the grants' performance and
disseminate lessons learned

The Monitoring and Evaluation Manager reports to the Head of HIV/AIDS
Unit, and will supervise and be supported by two M&E Analysts. He/She
works in close collaboration with the GFATM Grant Managers and the
others team members of the Project Management Unit, MOH/GoSS and
implementing partners.

Duties and Responsibilities

1. Building capacities at the National level

* Provide technical support to MOH/GoSS and Southern Sudan AIDS
Commission to strengthen monitoring and evaluation systems for malaria,
tuberculosis, and HIV/AIDS programmes, including the development of
surveillance systems
* Participate and support the development of Monitoring and
Evaluation Frameworks and National plans for Malaria, Tuberculosis and
HIV/AIDS Programmes in Southern Sudan
* Develop and update as necessary Monitoring and Evaluation plans
for Malaria, Tuberculosis and HIV/AIDS grants consistent with the
National M&E Framework and plan, in consultation with MOH/GoSS and SSAC
* Evaluate the needs for training and to organize M&E training for
MOH/GoSS and SSAC
* Conduct joint M&E field visit with MOH/GoSS and SSAC

2. Provide transversal support to GFATM grants

* Develop systems and tools to monitor grants implementation and
to train implementing partners
* Evaluate the Sub Recipients (SR) capacity in the field of M&E,
and develop capacity building plan, in consultation with MOH/GoSS and
SSAC
* Provide technical guidance for the elaboration and
implementation of M&E plan, through training and on site support
* Provide training to SR and implementing partners staff involved
in the implementation of GFTAM grants
* Facilitate review of progress on a quarterly basis, problems
solving and development of remedial actions ensuring any disparity
between planned and actual outputs are addressed
* Assist Grant Managers in the identification of potential
implementation problems and bottlenecks
* Prepare quarterly progress updates to the GFTAM on grants
implementation in southern Sudan
* Prepare programmatic performance progress updates for CCM and
partners
* Provide inputs and support in writing annual programmatic
report
* Provide inputs for external M&E communication
* Document lessons learned and ensure dissemination of the best
practices

3. Manage M&E of the GFATM Grants

* Supervise the 2 M&E analysts
* Provide guidance and support to the M&E analyst
* Cordinate the elaboration of M&E work plan and budget
* Organize and coordinate the yearly M&E field visit plan
* Represent UNDP/HIV AIDS Unit in the M&E forum at the national
and international level

Required Skills and Experience

Education:

* Masters Degree in Public Health/Health Sciences, or health
management or social sciences with emphasis on M&E research.

Experience:

* At least 5 years M&E related experience in the field of tropical
diseases preferably in Sub Saharan Africa
* Epidemiological literacy and skill in epidemiological
surveillance, quantitative and qualitative monitoring and evaluation
methods including skills in data analysis
* Strong background in health programmes having managed projects
where in systematic inputs, outputs and process data were collected and
used to guide programming
* Familiarity with the challenges of post conflicts settings
* Computer literacy.

Language requirements:

* Fluency in both spoken and written English language and
knowledge of another UN language desirable.
