Taking stock of C-TAP: lessons learnt for future pandemic preparedness and response

Join our World Health Assembly virtual side event on 18 May on the lessons learnt from the Covid-19 Technology Access Pool (C-TAP). The World Health Organization (WHO) launched this platform two years ago to enable developers of medical products against Covid-19 to share their intellectual property and know-how with other manufacturers in order to maximise production capacity. What has become of this ambition? And what is needed to unleash the potential of C-TAP, also for future pandemic preparedness and response?

Speakers
At the virtual side event, diverse stakeholders will share their experiences, insights and recommendations regarding C-TAP and/or a future technology sharing mechanism as part of global pandemic preparedness and response.

Background information
In May 2020, C-TAP was launched by the WHO, in partnership with the government of Costa Rica, under a Global Solidarity Call, endorsed by nearly 40 member states. The purpose of C-TAP is to provide a platform for developers of Covid-19 therapeutics, diagnostics, vaccines and other health products to voluntarily share their intellectual property, knowledge and data, with multiple quality-assured manufacturers. This would enable manufacturers that currently have untapped capacity to produce Covid-19 health products by giving them the legal rights to manufacture and sell the products; the technological know-how required to develop high-quality products effectively and efficiently; and access to clinical data needed to obtain regulatory approval for their products.

C-TAP works through its implementing partners, the Medicines Patent Pool (MPP), Open COVID Pledge, UN Technology Bank and Unitaid to facilitate timely, equitable and affordable access to Covid-19 health technologies. Developers of Covid-19 health technologies and holders of related knowledge, intellectual property and/or data are invited to voluntarily share these with C-TAP and join the Solidarity Call to Action.

Since its establishment, there has been a successful technology transfer agreement with the Spanish National Research Council (CSIC) for a Covid-19 serological antibody technology. There was however hope for much wider technology sharing by rights holders with C-TAP for improving global access to Covid-19 innovations. The purpose of this event is to take stock of C-TAP's impact to date with a view of sharing and reflecting on the factors influencing the number of successful technology transfer agreements, the good practices, challenges and lessons learnt for the future.
