E-drug: WHO article on pharmaceutical expenditures (cont'd)

I remember looking for that publication a couple of years ago and
being unable to find it. When I go to the following web page
<http://www.who.int/medicines/library/theme/theme_eco.shtml&gt; it
does not show up as being available for downloading. Every other
publication in that series can be downloaded. I think that it is still
unpublished for some reason.
