E-drug: WHO Medicines Strategy 2004 - 2007 Reminder

As you are already aware, in many countries medicines are too often
unavailable, unaffordable, unsafe, or used irrationally. Essential
medicines save lives, reduce suffering and are a vital tool in improving and
maintaining health, more specifically for priority health diseases such as
malaria, tuberculosis, HIV/AIDS and many childhood illnesses.
The WHO Medicines Strategy 2004 - 2007 (WMS 2004 - 2007) is the
result of a global consultation process involving WHO country offices,
regional offices and headquarters, and also other key players in the
medicines field. It is an update of WMS 2000 - 2003 which has proved to be
useful for many purposes, the most important of which has been to provide a
framework for WHO, countries and partners for action in the area of
medicines. Naturally, this latest strategy also takes into account the
evolving international context and latest developments in this area, such as
access to essential medicines in line with the U.N. Millennium Development
Goals (p. 24), relating procurement issues to the "3 by 5" Initiative (p.
78), to the Global Fund to fight AIDS, Tuberculosis and Malaria (p. 62 and
74) and to the Prequalification Project (p. 106), the promotion of
innovation based on public health needs (p. 36), and recognizing access to
essential medicines as a human right (p. 40).
The document is meant to serve as a dynamic and active tool in the
implementation of our activities and we hope that you will also find it
useful. The staff of the Department of Essential Drugs and Medicines Policy
