MSF recherche un pharmacien pour son département de Santé Publique à MSF
Hollande. Ce poste basé à Amsterdam nécessite une maitrise parfaite de
l'anglais. Cette ouverture de poste à MSF Holland vient en complément du
poste précédemment ouvert au département d'approvisionnement de MSF
Hollande.

Artsen zonder Grenzen (MSF-Holland) is an international organisation, which
offers humanitarian medical aid to victims of emergency and chronic crises
and speaks out for their cause. The public health department (PHD) plays a
key role in providing medical and public health support and advise to the
field projects. The department consists of health advisors (8) and
specialists (11), including the water and sanitation Unit.

With immediate effect Artsen zonder Grenzen has a vacancy for a

PHARMACIST (100%) in the Public Health Department, based in Amsterdam

Position
As a member of the specialistsâ?T team, the pharmacist reports directly to
the Head of the Public Health Department. Together with the pharmacist in
the Procurement Unit within the Logistics Department s/he is part of the
MSF pharmacist network and a direct counterpart to the pharmacists of the
other MSF sections. The pharmacist liaises with these MSF counterparts (and
within other organisations) and the MSF Pharmacist Coordinator in order to
define MSF International standards and policies related to pharmaceuticals
and other medical products. S/he advises health advisors and other medical
and logistical personnel at headquarters on pharmaceutical issues; advises
Operational Directors and Country Management Teams on the possibilities and
risks of local drug purchase in project countries, after evaluation of the
safety of such purchases when importation is not possible. S/he leads and
supports optimal development of pharmacy management in MSF-AG, in
collaboration with FSU/logistics and other MSF sections.

Main responsibilities:

Standard setting and quality assurance in pharmaceutical supply and
     pharmacy management:
- Apply, and if necessary further define policies in order to assure
the quality of pharmaceuticals used in the field by MSF-AG.
- Take responsibility for the quality of pharmaceuticals through
monitoring the adherence to MSF quality standards of suppliers of
pharmaceuticals used by MSF-AG.
- Act as interlocutor in PHD for the procurement pharmacist on relevant
pharmaceutical issues (for example, monitoring of adherence to technical
      specifications, decision in case drugs do not respond exactly to
technical specifications etc).
    - Develop policies and standards for optimal pharmacy management in
      MSF-AG, in collaboration with other sections and with logistics.

Field support:
- Actively promote and monitor adherence to the MSF drug procurement
policy.
- Define the most appropriate and safe solutions for procurement
according to specific contexts (for all sections present in the country, as
per the pharmacist network).
- Responsible for assessing local suppliers (distributors,
manufacturers) in mission countries and advising the organisation on
possible use of these suppliers, while ensuring quality of
pharmaceutical supplies.
- Assist field staff in practical implementation of local drug purchase
activities, by providing practical monitoring and assessment tools as well
as technical back-up and advice on specific situations.
- Keep MSF field and HQ staff updated on risks of substandard
pharmaceuticals and fake or counterfeit drugs.
      Train MSF Medical and logistic coordinators on procedures and
      technical implementation of quality assurance in relation to drug
      supplies in project countries.

MSF international:
- Take part in the MSF international pharmacist group with the aim to
    assist in defining standards and protocols as well as MSFâ?Ts policies
    related to international purchase of pharmaceuticals and medical
    materials.
- Work together with regional pharmacist(s) on local purchase issues for
    MSF-AG projects in the region.
- Liase with procurement and the Access to drugs campaign, in order to
    use results obtained for improved access to essential drugs in drug
    procurement by MSF-AG.
- Provide technical back-up for any pharmacist in the field in MSF-AG
    projects.

Profile
We are looking for a qualified pharmacist with field experience in
developing countries and experience in quality assurance of
pharmaceuticals. S/he is self-motivated and is able to work independently.
The candidate should have an interest in the organisational context of MSF
and be available to travel internationally to the field or other MSF
partners at short notice. Computer skills and fluency in English are
essential next to advisory skills, initiative and a result driven approach.
Knowledge of French is highly preferred, knowledge of Dutch is an asset.
Field or Headquarter experience with MSF or a similar organisation is an
important advantage.
