Artsen zonder Grenzen (Medecins Sans Frontieres-Holland) is an
international organisation, which offers humanitarian medical aid to
victims of emergency and chronic crises and speaks out for their cause. The
logistics department plays a key role in providing technical and logistical
support and in supplying drugs, medical material and non-medical material
to the field projects. The department consists of the Procurement Unit and
the Field Support Unit.

With immediate effect Artsen zonder Grenzen has a vacancy for a

PHARMACIST (100%) based in Amsterdam

Position

As a member of the tactical procurement team, the pharmacist reports
directly to the co-ordinator of the Procurement unit of the Logistics
department. Together with the pharmacist in the Public Health Department
(PHD) s/he is part of the MSF pharmacist network and a counterpart to the
pharmacists of the MSF Procurement centres (MSF Supply and MSF Logistique).

Medicines supplied via international procurement to the projects of MSF
should be evaluated according to the MSF qualification scheme. Each source
is assessed against internationally agreed technical criteria and
approved, if acceptable, by the international pharmacist coordinator and
(or on behalf of) the pharmacists of the sections. This system is already
applied to most of sources purchased by MSF Procurement centers and stock
at this level. MSF-Holland, however, procures directly on (field) order
through distributors and directly from manufacturers. Where these sources
offer products of which the quality has not (yet) been assessed through the
MSF system, this poses obvious concerns over their compliance to MSF
International quality assurance requirements.
The purpose of the position is to satisfy these compliance requirements for
the short and long term in MSF-H pharmaceutical procurement, in particular
in the context of long term framework contracts with MSF-H main suppliers
of pharmaceutical products. Whereas for smaller suppliers a â?~list of
MSF(H)
approved manufacturersâ?T is used, a framework contract approach of main
suppliers should address compliance of qualitity assurance procedures at
the level of product files.

Main responsibilities:

Harmonisation MSFHâ?Ts international supply:
- define further/ implement the strategy for collaboration with MSF-Hâ?Ts
    medical suppliers towards compliance with the MSF qualification scheme
    for pharmaceuticals (priority IDA)
- set-up and evaluate product dossiers in collaboration with MSF
    suppliers, with MSF Procurement centre pharmacists and the pharmacist
    coordinator
- Participate in the definition of minimum quality standards for surgical
    equipment and other medical materials in collaboration with medical
    staff of PHD and international network
- sourcing appropriate quality supplies and delivery conditions as part
    of ongoing operational procurement activities (intermediate solution).

Follow-up of MSFHâ?Ts pharmaceutical licence:
- supervise the set-up and implementation of the requirements linked to
    the status of a pharmaceutical wholesaler
- be the responsible pharmacist for the Dutch pharmaceutical licence of
    MSF-H
- regularly update the quality manual of procedures (related to the
    pharmaceutical wholesale licence)
- supervise the implementation of good distribution practices (GDP) in
    the MSFH warehouse
- organise and control the recall system

MSF international:
- Take part in the MSF international pharmacist group with the aim to
    assist in defining standards and protocols as well as MSFâ?Ts policies
    related to international purchase of pharmaceuticals and medical
    materials.
- Take part in the setting up of product dossiers and their evaluation
    together with the respective pharmacists of MSF supply centres
- Develop collaboration and work relationship with the pharmacists of MSF
    supply centres
- if needed participate to manufacturer audits together with
    MSF-appointed good manufacturing practices (GMP) auditors and do
    manufacturer visits following MSF procedure.

Profile

We are looking for a qualified pharmacist to be registered in The
Netherlands and with experience with quality assurance and procurement of
pharmaceuticals. Knowledge of good distributing practice requirements and
work experience in the pharmaceutical industry is an asset. The candidate
should have an interest in the organisational context of MSF and be
available to travel internationally to visit manufacturers/distributors
and other MSF partners. Computer skills and fluency in English are
essential next to advisory skills, initiative and a result driven approach.
Knowledge of French and Dutch is highly preferred.
