Diseases focused pharmacist position in MSF International Pharmaceutical
Coordination

1. Context

The objective of the pharmacists network is to assure the quality of drugs
in MSF projects. The network of pharmacists is composed of pharmacists
working in headquarters (section pharmacists), pharmacists in procurement
centres, pharmacists in the access campaign (including a coordinator) and
regional positions (one at the moment based in Kenya).
Coordination of this network is done by the international pharmacists
coordinator (IPC) who has a permanent position within the international
office.

Main activities of the international pharmacist coordination are:
- To maintain the coherence of the network (organization, meetings)
- To ensure common specifications and procedures are identically
implemented and used in all sections
- To coordinate the implementation of the MSF Qualification Scheme
for international procurement and all related activities (specifications,
audits, market investigation) with the support of external experts
- To ensure procurement at field level is in accordance with MSF
quality and procurement policy and coordinate field visits
- To participate to external networks/meetings with other key
international actors (UNICEF, WHO, ICRC.) sharing the objectives to improve
quality of drugs on the international market.

Considering the progressive handover of some pharmaceutical dossiers from
the Access Campaign in 2007 to the rest of the pharmacists network, a
position is created at coordination level in order to handle these dossiers
with a specific focus on TB, malaria and neglected diseases.

2. Place within the organisation and job location
The deputy pharmacist is under the direct responsibility of the
international pharmacists coordinator.
(S) He will be in close contacts with the pharmacists network and the MSF
international working groups for TB, malaria and neglected diseases.

3. Main purpose of the job
The general objective of this position is to work on all pharmaceutical
aspects linked to procurement of TB drugs, malaria drugs and drugs for
neglected diseases (leishmaniasis, sleeping sickness and Chagas).
In addition, this position will give other support to the coordinator upon
request.
4. Core responsibilities and tasks

- Define in collaboration with TB and malaria working group a list
of priority products for which alternatives must be found for MSF
procurement (except ASAQ, ASMQ and Arthemether/Lumefantrine which are still
under Campaign responsibility)
- Clarify with the neglected diseases working group the list of
priority products which require pharmaceutical input
- Keep an overview on latest developments in treatments,
international recommendations and initiatives for each disease
- Maintain for TB, malaria and leishmaniasis an inventory of
products available (table) including sources already accepted for MSF
procurement
- Monitor the donation for sleeping sickness and the pharmaceutical
situation for Chagas
- Be the MSF focal point person with manufacturers for these
specific products (for regular contacts and visits if necessary)
- Collect and assess product information received from manufacturers
for new products and products with site transfer like SSG in order to
prepare product dossiers for international validation
- Be in close contact with WHO prequalification team for TB and
malaria with the international coordinator
- Follow up of international and national procurement initiatives
and implementation of WHO PQ conclusions:
o for TB drugs specifically in Global Drug Facility, Green Light
Committee and Global Fund and implementation of WHO PQ results
o for malaria drugs specifically with UNICEF, UNITAID, Global Fund and
implementation of WHO PQ results
- Participate to TB, malaria and neglected diseases working groups
meetings when pharmaceutical input is needed
- Update regularly the pharmacist network and the working groups on
pharmaceutical aspects
- Support section pharmacists and procurement centres pharmacists on
TB, malaria and neglected diseases related issues
- Monitor procurement of critical products (like 2nd line TB
products) and coordinate if necessary
- If necessary, bring back to the access campaign any issue when
advocacy is needed
- Represent MSF in external meetings where pharmaceutical input is
needed in agreement with the international coordinator

5. Practical considerations

Planning:
The 100% position is open for 1 year and should start in May 2007.
Evaluation is foreseen.
Renewal of the mandate is subject to evaluation and new budget approval.

Location:
(S)He will be based in principle in one of the 5 operational sections,
preferably in Paris where the coordination is based.

6. Requirements
Training:
Senior pharmacist with degree/diploma in Pharmacy

Experience:
Minimum 5 years of experience, with experience in developing countries with
MSF or any other organization
Experience on quality and procurement issues necessary

Particularities:
Fluency in English mandatory (French and Spanish would be added advantages)
Mature with strong interpersonal and organisational skills
Ability to work and report independently
Willingness to travel regularly in Europe and developing countries
Able to represent MSF in relevant meetings
7. Salary and working conditions
Equivalent to section pharmacist or expert according to the operational
section where the position will be based.
