Chief of party, Mozambique

Chemonics International, a US-based international development firm, seeks a chief of party with expertise in malaria treatment and prevention for an anticipated USAID-funded project in Mozambique. Responsibilities include: provide overall planning and management of all project activities; facilitate senior-level policy and technical dialogue with the National Malaria Control Program (NMCP), Ministry of Health (MOH) and other Government of Mozambique ministries, and international partners; assist the NMCP and MOH in implementing new policy and carrying out planning and management processes, enhancing information flows, and ensuring coordination with international partners. Project office location: Maputo.
Qualifications:
* Graduate-level training in public health management, public administration, health finance, health economics, or related discipline
* Excellent oral and written communications skills, both in English and preferably in Portuguese
* Demonstrated success supporting a developing country Ministry of Health (please provide references of Ministry of Health counterparts)
* Experience preferred, in descending order, in Mozambique, southern Africa, low-income country, other developing country
* Recent experience overseeing a long-term health technical assistance program of similar nature and scope, including negotiating work plans, interfacing with donors, ministry, and other development partners, developing terms of reference, identifying technical assistance sources, and ensuring high quality
* Demonstrated excellent interpersonal and cross-cultural skills
* Skills and experience anticipated in some combination of the following: negotiation, advocacy, health policy development and strategic planning, information management, health human resources, decentralization of health systems and local health planning, managing community participation, health care quality improvement, and technical areas of maternal, reproductive and child health, nutrition, and malaria
