1. Position Available: Central Mozambique Field Director
Reports to: Mozambique Country Director
The Central Mozambique Field Director (CMFD) oversees HAI'S pub-
lic health projects in Manica and Sofala Provinces in Central
Mozambique, which includes the administration of multiple grants
and 40+ staff in two field offices in Chimoio and Beira. Cur-
rently we have projects for child survival, malaria control, HIV
voluntary counseling and testing, prevention of mother-to-child
HIV transmission, care for people with AIDS, and a pilot study
of a syphilis rapid test.
Specific Responsibilities
Provide leadership and technical oversight in program develop-
ment and for project teams; technical support and collaboration
with district and provincial health authorities; and linkages
with local community groups and other NGOs.
Manage all fiscal, technical, and administrative elements of
field office operations.
Develop grant proposals in close coordination with headquarters
and the Country Director; assist in grant-writing process.
Hire and supervise technical program managers to ensure that
grant requirements are being met, including the design and im-
plementation of workplans and the creation of annual budgets.
Hire and supervise provincial coordinators and administrative
staff for field offices. Requirements Public health degree (mas-
ters level or above) or equivalent experience in international
program management, project management experience (design, im-
plementation, and evaluation), proven leadership and supervisory
skills, Portuguese (or Spanish) fluency, good written and verbal
communication skills in English, and minimum 3 years experience
with progressively increased responsibilities in implementing
community-level public health programs in developing countries.
Health professional training (nurse or MD) would be a plus.
Preference will be given to Mozambican nationals and applicants
having relevant work experience in southern Africa.

2. Position Available: Child Survival Program Manager
Reports to: Central Mozambique Field Director
The Child Survival Program Manager will oversee implementation
of the five-year extension grant for HAI's child survival pro-
gram in two provinces in Central Mozambique. The program inter-
ventions respond to the problems of HIV/AIDS, malaria, and ma-
ternal care. The program manager will provide overall management
and direction for the CS project, based in Beira in Sofala Prov-
ince, Mozambique, including planning of activities, ongoing
training and supervision of staff, oversight of interventions,
fiscal oversight, production of program reports, and coordina-
tion of evaluation efforts.
This position also is responsible for overseeing the administra-
tion of the other HAI maternal and child health activities in
Sofala Province.
HAI has a well-established program in the Central Mozambique,
and staff work closely with the Ministry of Health, local NGOs,
and community groups to improve the demand for and access to
quality health services.
Requirements: Public health degree (masters level or above),
project management experience, Portuguese (or Spanish) fluency,
good written and verbal communication skills in English, and at
least 3 years experience with progressively increased responsi-
bilities with community-level maternal and child health programs
in developing countries. Preference will be given to Mozambican
nationals and applicants having relevant work experience in
southern Africa.

3. Position Available: HIV/AIDS Clinical Care Advisor
The Ministry of Health of Mozambique (MISAU), in collaboration
with various international donors (including USAID and CDC), the
Clinton Foundation and Health Alliance International (HAI), is
planning a program to substantially expand access to HIV/AIDS
care and treatment - including highly active antiretroviral
therapy (HAART) - throughout Mozambique. HAI, a US-based non-
profit organization with 15 years of experience in Mozambique,
will provide technical support to MISAU on all aspects of
HIV/AIDS care rollout.
HAI seeks to hire an HIV/AIDS Clinical Care Advisor (CCA), to be
based in Maputo, Mozambique. The CCA's responsibilities will in-
clude collaboration with MISAU and other local and international
counterparts to facilitate timely roll-out of HIV/AIDS care and
treatment nationwide. The CCA will work under the direction of
HAI's HIV/AIDS Care Coordinator in Maputo, and in coordination
with other HAI team members, including advisors on program
scale-up and operations research. The CCA is expected to have
substantial experience as an AIDS clinician. However, most di-
rect patient care will be provided by Mozambican clinicians, not
by the CCA personally.
Requirements: MD with MPH, or equivalent experience and train-
ing. Experience in care of persons with HIV/AIDS, including ad-
ministration of HAART, is required, along with at least 5 years
of professional experience in developing countries. Successful
candidates will also have:
Knowledge of and experience in overall HIV/AIDS issues, includ-
ing HAART, VCT, pMTCT, community care and support services, drug
supply and laboratory support, and monitoring/evaluation.
Experience in the design, implementation, and evaluation of com-
plex health programs.
Ability to work effectively and collaboratively to achieve con-
sensus on policy, project implementation, research, and admini-
stration. Portuguese language fluency is required. However, can-
didates fluent in Spanish and/or with proven ability to learn
new languages quickly will be considered. The ability to speak,
read, and write English is also required.

4. Position Available: HIV/AIDS IT & Logistics Advisor
The Ministry of Health of Mozambique (MISAU), in collaboration

planning a program to substantially expand access to HIV/AIDS
care and treatment - including highly active antiretroviral
therapy (HAART) - throughout Mozambique. HAI, a US-based non-

will provide technical support to MISAU on all aspects of

HAI seeks to hire an HIV/AIDS IT & Logistics Advisor (ITLA), to
be based in Maputo, Mozambique. The ITLA's primary responsibil-
ity is to provide technical assistance to MISAU on procurement,
storage, distribution and appropriate utilization of antiretro-
viral medications and other critical medical supplies; including
implementation of an updated quarterly health information system
(HIS) for HIV/AIDS to link procurement with drug utilization and
to assist in forecasting future drug demand.
The ITLA will work under the direction of HAI's HIV/AIDS Care
Coordinator in Maputo, and in coordination with other HAI and
MISAU team members.
Requirements: Master's degree, or equivalent experience and
training. Experience in working effectively with all levels of
public officials. Minimum of 2 years of professional experience
in a developing country. Successful candidates will also have:
Experience in health information systems (design and implementa-
tion).
Experience in large-scale procurement and distribution of phar-
maceuticals, including control and security issues.
Knowledge of and experience in overall HIV/AIDS issues, includ-
ing HAART, VCT, pMTCT, community care and support services, drug
supply and laboratory support, and monitoring/evaluation.
Ability to work effectively and collaboratively on issues such
as policy, project implementation, research, and administration.

tor/Monitoring & Evaluations Advisor

Maputo, Mozambique. The OR/M&E's primary responsibilities are
two-fold: 1) to oversee operations research activities, includ-
ing collaboration with MISAU to determine priority OR questions,
study design and implementation, analysis, manuscript develop-
ment, and dissemination of the findings to a broad array of
stakeholders, including national media, newsletter, and the
Internet; and 2) to provide technical assistance in monitoring
and evaluation, developing manuals and algorithms with clinical
HIV care guidelines, VCT, pMTCT, and community based HIV care;
and developing a process in collaboration with MISAU and major
donors. The OR team will summarize the patient utilization in-
formation collected via the day hospitals (such as morbidity and
data), and sentinel surveillance sites to answer key research
questions regarding the effects of comprehensive HIV care.The
OR/M&E will work under the direction of HAI's HIV/AIDS Care Co-
ordinator in Maputo, and in coordination with other HAI and
MISAU team members. Requirements: MPH, PhD in area of research,
or equivalent research experience and training. Experience in
working effectively with all levels of public health officials.
Minimum of 2 years of professional experience in a developing
country. Successful candidates will also have:

6. Position Available: HIV/AIDS Scale-up Advisor
The Ministry of Health of Mozambique (MISAU), in collaboration
with various international donors (including USAID and CDC), the
Clinton Foundation and Health Alliance International (HAI), is
planning a program to substantially expand access to HIV/AIDS
care and treatment - including highly active antiretroviral
therapy (HAART) - throughout Mozambique. HAI, a US-based non-
profit organization with 15 years of experience in Mozambique,
will provide technical support to MISAU on all aspects of
HIV/AIDS care rollout.
HAI seeks to hire an HIV/AIDS Scale-up Advisor (SUA), to be
based in Maputo, Mozambique. The SUA's primary responsibility
will be to act as a technical advisor to MISAU and other local
and international counterparts to facilitate the timely roll-out
of HIV/AIDS care and treatment nationwide. The work will be in-
augurated at 19-24 sites with fully-functioning Integrated
Health Networks (IHN) built around the 3 central hospitals, 3
general hospitals, 8 provincial hospitals (including one health
center located in a provincial capital), 1 military hospital and
4 strategically-located rural hospitals, with day hospitals as
key central units in each IHN. The SUA will be instrumental in
increasing these initial 19 sites to 129 in five years.
The SUA will work under the direction of HAI's HIV/AIDS Care Co-
ordinator in Maputo, and in coordination with other HAI and
MISAU team members. The SUA is expected to have substantial ex-
perience in managing large-scale public health projects, pref-
erably in a developing country. Requirements: MPH, or equivalent
experience and training. Experience in working effectively with
all levels of public health officials. Minimum of 2 years of
professional experience in a developing country. Successful can-
didates will also have:
