Course - Quality Management in International Health

This course is organised jointly by the Department of Tropical Hygiene &
Public Health, University of Heidelberg and the Deutsche Gesellschaft fuer
Technische Zusammenarbeit (GTZ).
Contents Overview
This course of study covers the general principles and frameworks for de-
fining and promoting the quality of health care systems and services in-
cluding processes, models and tools for assuring and evaluating quality.
The course will use case studies from Germany and other countries, and the
experience of those within the course, to illustrate issues in promoting
and evaluating quality specific to low and middle-income countries.
Objectives
To enable health professionals and managers to understand and apply the
concepts and principles of quality and quality management and to improve
their personal and technical skills for quality promotion.
By the end of the Course participants should be able to:
* Demonstrate knowledge and understanding of the principles of improving
and assuring quality in health care systems and services globally and lo-
cally;
* Describe a global overview of quality management activities in different
regions of the world with different stakeholders;
* Understand trends of quality promotion models in Europe and assess appli-
cation of these within other health systems;
* Describe the basic principles and processes for evaluating health ser-
vices' quality including accreditation, certification and licensing;
* List the key steps of implementing a quality management project within an
organization or in a national health system;
* Apply relevant theories and tools to an identified quality issue within
the participant's specific area of expertise and understand their use in
strategic management of change;
* Identify key pitfalls and obstacles in implementation of quality manage-
ment projects and the means to overcome them.
Target Group
Public health professional with minimum 2 years experience working within
planning, management and evaluation in the health sector; interest and ex-
perience in quality and improving 'health' or health care systems and ser-
vices. The course will be taught in English.
The number of participants is limited to 25.

Duration
2 weeks/90 hours (36 hours lectures, 24 hours group work and presentations
and 30 hours self-directed, equivalent to 3 ECTS points (proposed).

The course will be held in the facilities of the University of Heidelberg,
Germany
Registration
Your written registration should be received by the Academy for Postgradu-
ate Education not later than 16 February 2001. Please register as soon as
possible as the number of participants is limited.
Course fee
The total fee for the course is DM 1,650.--
The tuition fee covers coursework and printed materials and a bi-weekly
pass for the Heidelberg public transportation system but does not include
accommodation, insurance or other personal living costs during the stay.
