This course is organised jointly by the Department of Tropical Hy-
giene & Public Health (ATH�G) and the Deutsche Gesellschaft fuer Tech-
nische Zusammenarbeit (GTZ)mbH.

Contents Overview
This course of study covers the general principles and frameworks for
defining and promoting the quality of health systems and services in-
cluding processes, models and tools for assuring and evaluating qual-
ity. The course will use case studies from Germany and other coun-
tries, and the experience of those within the course, to illustrate
issues in promoting and evaluating quality specific to low and mid-
dle-income countries.

Included in the course is a two-day certified European Foundation for
Quality Management (EFQM) assessor training. This training involves
an obligatorily 2 days of additional, private study of training mate-
rial prior to the beginning of the course.

Objectives
To enable health professionals and managers to understand and apply
the concepts and principles of quality and quality management and to
improve their personal and technical skills for quality promotion and
evaluation.

By the end of the course, participants should be able to:
* Demonstrate knowledge and understanding of the principles of im-
  proving and assuring quality in health care systems and services
  globally and locally;
* Describe a global overview of quality management activities in dif-
  ferent regions of the world with different stakeholders;
* Understand trends of quality promotion and evaluation models in
  Europe and critically analyse their transferability;
* Describe the basic principles and processes for evaluating health
  services' quality including accreditation, certification and licens-
  ing;
* Describe key aspects of implementing quality management within an
  organization or in a national health system including strategic man-
  agement of change;
* Apply relevant theories and tools to an identified quality issue
  within a specific area.

Target Group
Public health professionals with minimum 2 years experience working
within planning, management and evaluation in the health sector; in-
terest and experience in quality and improving 'health' or health
care systems and services. The course will be taught in English. The
number of participants is limited to 22.

Duration
2 weeks/90 hours (36 hours lectures, 24 hours group work and presen-
tations and 30 hours self-directed), equivalent to 3 ECTS points to-
wards the TropEd European Master in International Health.

Registration
Your mandatory registration should be received by the Academy for
Postgraduate Education not later than 20 December 2001 for the Febru-
ary course, and 1 July 2002 for the September course. Please register
as soon as possible as the number of participants is limited.

Course fee
The total fee for the course is EUR 1,500; for those enrolled in the
TropEd program EUR 1,000. A non-refundable registration fee of EUR
100, which will be credited towards the tuition fee, is due no later
than four weeks prior to the start of the course. If the participant
withdraws from the course less than four weeks prior to its commence-
ment, a fee of EUR 100 will be charged. The tuition fee covers
coursework and printed materials and a bi-weekly pass for the Heidel-
berg public transportation system, but does not include accommoda-
tion, insurance or other personal living costs during the stay.

TropEd: European Network for Education in International Health

TropEd is a network of European institutions for higher education in
International Health. It provides postgraduate opportunities for edu-
cation and training contributing to sustainable development. Cur-
rently an association of 26 member institutions from 13 European
countries, the TropEd initiative evolved from TROPMEDEUROP, the asso-
ciation of the Institutes and Schools of Tropical Medicine and Inter-
national Health in Europe.

TropEd offers a flexible modular structure and the Europe-wide recog-
nition of a European Masters degree in International Health. Partici-
pants in the Master's Programme enroll with one of the TropEd partner
institutions, where they undertake a three-month core course. Suc-
cessful participants then select elective modules at their home in-
stitution, or at associated TropEd institutions. Completion of the
Master's programme requires a total of 60 credit points according to
the European Credit Transfer System (ECTS).

Participants must study at a minimum of two institutions in two dif-
ferent European countries, and complete their overall course pro-
gramme within five years. Successful completion of all study compo-
nents leads to a Masters degree normally awarded by the institution
where the participant initially registers. The degree will then be
officially recognized by TropEd.

The short courses offered at the University of Heidelberg as from
1999 are accredited with the TropEd programme. Each short course will
provide 3 ECTS credits towards the European Master in International
Health.

International Health at Heidelberg University

Heidelberg University, founded more than 600 years ago, is Germany's
oldest academic institution and its Faculty of Medicine is a centre
of excellence for medical research. The Department of Tropical Hy-
giene and Public Health is part of the Faculty' s Institute of Hy-
giene. Training and research activities currently feature work in the
following areas: health economics, health planning and management;
sexual and reproductive health; clinical and experimental parasitol-
ogy; medical anthropology; and health of unstable populations. The
Department works closely with national and international agencies and
organiza-tions involved in development cooperation. For many years
the Department of Tropical Hygiene and Public Health has been offer-
ing a wide range of undergraduate and postgraduate training pro-
grammes in international public health, including a one year Master
of Science (MSc) course in 'Community Health and Health Management in
Developing Countries'.
