HIV/AIDS - Mid-term review of the Joint DFID, DCI, and EC funded
regional programme with SOUL CITY

Dear members of AFRO-NETS,

My name is Gerhard Weber of AGEG-Consultants in Germany. We are
a member-firm of a consortium based in Brussels and work with
the European Commission under a framework contract. We receive
frequently requests from the EC. We would be glad if you could
circulate this information within your community and if suitable
experts would send their CV.

We are now invited to propose a team of 4 experts (eligibility:
EU and ACP; Cat. I and II) for the assignment: "Mid-term review
of the Joint DFID, DCI, and EC funded regional programme with
SOUL CITY" in South Africa.

Deadline for your application: July 18th, 2005
Starting date: August 1st 2005 (probably postponed by 2 weeks)
Duration: 40 days Working days
Team leader 40 days, each team member 33 days

Some information:
SOUL CITY - The Institute for Health and Development Communica-
tion (IHDC) - is a South African NGO. Supported by the Nether-
lands Development Cooperation, DFID, the Development Cooperation
Ireland and the EC (basket funding), SOUL CITY together with lo-
cal partners like PSI, Red Cross and others, has implemented
"Edutainment" activities for health issues (mainly HIV/AIDS) in
8 SADC countries: Botswana, Lesotho, Malawi, Mozambique, Na-
mibia, Swaziland, Zambia and Zimbabwe.

Program goal:
"To promote behavioural change among the populations of the SADC
countries in respect of HIV/AIDS, health and lifestyle"

Program purpose:
"To establish effective multimedia edutainment capacity in re-
spect of HIV&AIDS, health and lifestyle, in a coordinated fash-
ion across 8 Southern African countries and to replicate the
programs and/or disseminate the lessons learned to all SADC
countries"

Purpose of the review:
To consider progress etc. and to make recommendations for the
next phase.

Methodology:
About 2 weeks inception phase and desk research in Johannesburg,
then about 12 days evaluation in the field (1 expert per 2 coun-
tries, about 6 days per country), report.

Expertise required:
The team will comprise members from South Africa and abroad (as
appropriate) and will include different backgrounds in order to
provide a balance of comparative experience, as well as be rep-
resentative of the Southern African demographic and linguistic
diversity. The composition of the team should reflect gender
sensitivity and the racial diversity particularly of the benefi-
ciary group. All team members should have some experience of the
following issues, even if individual background may be differ-
ent:
1. Familiarity with Southern African conditions and development
context with particular reference to HIV/AIDS
2. Practical experience of carrying out appraisal of donor
funded program reviews
3. Expertise in evaluation information, education and entertain-
ment initiatives
4. Experience of comparable projects or similar programs nation-
ally, regionally or internationally
5. Expertise in evaluation of civil society institutional devel-
opment initiatives
6. Financial expertise is required

Team leader: CAT I (<15 years experience), 3 team members: CAT
II (10-15 years experience, university degree or equivalent) If

some of the 8 countries, local language).
