Training Course: Financing Health Care - Principles of Insurance

Contents

Health care systems, both in developed and developing countries, are
facing major problems, chief among which is the issue of how to pay
for ever increasing needs of their populations. Policymakers are
faced with the necessity of prioritising the needs of their countries
and implementing financing mechanisms which are often a radical de-
parture from those used in the past. This two-week module will pre-
sent a framework for understanding financing mechanisms, with a focus
on insurance, discuss the present, and postulated changes in both de-
veloped and developing countries, with the goal of drawing lessons
that can be applied across borders.

Objectives

The overall objective of this module is to learn lessons from the ex-
perience of different countries, which can then be applied to differ-
ent contexts. In addition, discussion of cases will enable the stu-
dents to develop an analytic approach to problem solving and apply
theoretical knowledge to a real life context.

Specifically upon the completion of this course, participants will
have an understanding of:
* Options of health care financing
* The basic tools used for the evaluation of financing mechanisms
* Insurance concepts
* Practical design of health insurance, both as community-based and
  social insurance

The focus will be on hands on skills, the teaching methods will
therefore be to a small extent formal lectures, to a large extent
group exercises, site visits (to institutions of the German health
insurance system) and case studies form Burkina Faso, Tanzania, China
and Bolivia.

The international team of lectures includes health insurance special-
ists from Germany, China, Vietnam, Tanzania and Chile.

ORGANIZATION

Location
The course will be held in the facilities of the University of Hei-
delberg.

Registration

Your written registration should be received by the Academy for Post-
graduate Education not later than 22 May 2000. Please register as
soon as possible as the number of participants is limited.

Course fee

The total fee for the course is DM 1,400.- The tuition fee covers
coursework and printed materials, however, does not include accommo-
dation or other personal living costs during the stay.
