Position: Director, Pharmaceutical Economics and Financing

Overview
MSH seeks an experienced technical leader with significant, relevant
expertise and experience in the analysis, development, and implementation
of pharmaceutical economics and financing strategies to support
pharmaceutical system strengthening in low- and middle-income countries
(LMICs). Expertise and prior experience related to economic and financial
analysis and strategy development in the area of pharmaceutical services
and universal health coverage, particularly in LMICs, are highly
desirable.

We expect that this position will provide the global level
thought leadership in the area of pharmaceutical economics and financing by
identifying critical knowledge gaps and advancing understanding to increase
our visibility and ensure that work conducted by PHT is of high technical
quality and rigor and meets international standards. In addition, the
Director will contribute to business development, project design and
execution, and technical assistance to countries and other clients.
Specific Responsibilities

*Support to Technical Programs (50%)*

   - Design and execution of technical activities in the area of
   pharmaceutical finance and economics
   - Ensure the technical quality of PHT activities related to project
   design, implementation, and data analysis in the area of pharmaceutical
   financing and economics.
   - Ensure that research protocols, execution, and analysis under PHT
   programs meet international standards.
   - Provide technical assistance to countries and other clients for the
   development and implementation of technical approaches and strategies for
   improving pharmaceutical financing in LMICs.
   - Provide technical support to PHT program staff to ensure effective and
   efficient implementation of interventions in the area of pharmaceutical
   financing to increase cost-effectiveness of pharmaceutical services, with
   an emphasis on those that reduce out-of-pocket expenditures and thereby
   increase access to essential medicines, health technologies, and other
   medical supplies.

*Provide thought leadership in pharmaceutical economics and/or financing
related to pharmaceutical systems to internal and external initiatives
(25%)*

   - Identify critical knowledge gaps in the area of pharmaceutical
   economics and financing and propose strategic interventions to address them
   fill them by advancing understanding by identifying and conducting
   knowledge generation opportunities
   - Maintain liaison with USAID and other donor agencies, foundations,
   universities, and NGOs working on related activities.
   - Conduct critical analysis of pharmaceutical financial data and assess
   and update staff on recent development/trends in pharmaceutical economics
   and financing and provides inputs to PHT program design

*Identify and build new business opportunities (20%)*

   - Serve as the leading PHT subject matter expert and partner with
   business development specialists to identify new business opportunities to
   grow the practice of pharmaceutical financing and economics.
   - Act as a strategic lead in proposal development as needed

*PHT management (5%)*

   - As a member of PHT Group management team, provide management
   responsibility and support as well as provide necessary mentorship and
   supervision to technical staff as assigned.

Qualifications and Experience

   - Post-graduate degree in a health-related field with specialized
   training and/or experience in health economics and/or financing; economist,
   physician, administrator, or pharmacist qualification preferred.
   - Prior senior level experience in relation to pharmaceutical systems,
   analysis and development of medicine benefit package, or drug related
   financial analysis and technical assistance is strongly desirable.
   - At *grade L* a minimum of 8-10 years experience working in
   international public health financing and economics with demonstrated
   engagement with relevant regional and international bodies and associations.
   - At *grade M* a minimum of 10-15 years experience working in
   international public health financing and economics with demonstrated
   engagement with relevant regional and international bodies and associations.
   - Minimum of 5 years' experience in development and support of
   pharmaceutical financing required, experience in low and middle income
   countries preferred.
   - Relevant understanding of pharmaceutical services and systems
   strengthening preferred, including the implementation of prevention, care,
   and treatment programs in developing countries in any of the following
   areas:
      - Reproductive health, maternal/child health (MCH), HIV/AIDS,
      malaria, tuberculosis (TB) and/or chronic diseases.
   - Demonstrated experience in working with multidisciplinary teams is
   required.

*Physical Demands*

   - Up to 25% international travel.
   - Keyboard use, pulling drawers, lifting papers <10 lbs.

Dear all

National Medical Supplies Fund (NMSF) is the governmental corporation that responsible for procurement and distribution of medicines and other medical supplies to the public health facilities.

The main objective of NMSF is to make essential quality medicines accessible across the country at minimum possible cost to the NMSF and patients.

With limited resources, the NMSF is working to effectively and efficiently establish systems and to set priority policies and strategic plans to improve the public health supply chain in Sudan.

One of NMSF’s strategies for meeting its objectives is staff development. Therefore, NMSF has invested tremendously in capacity building within health supply chain management.

NMSF has established the state-of-the-art Abdul-hameed Ibrahim Training Centre. It has been specifically built to cater for the development of the supply chain community in Sudan, as well as in other countries in the region.

The centre features:
- Facilities for formal training, group work and self-study;
- A conference hall with seating for 265;
- A health coordination meeting hall with seating for 90;
- Four training rooms;
- Computer lab with 25 computers;
- Video conferencing facilities; and
- Electronic library with access to journals, and Physical library and study space.

All meeting and training areas are equipped with smart screens, projectors, network connections and WiFi, while an on-site IT unit is readily available for technical support.

The opening event of the Training Centre on April 17th, 2017 was attended by HE the President of Sudan. He praised the work by NMSF by granting them one of the country’s top honours to the Director General and NMSF's staff the Star of Achievement and Medal of Achievement respectively. This presidential decree will give much motivation for the NMSF to continue its success.
