OPENING OF THE CIPIH ONLINE DISCUSSION FORUM

We are pleased to announce the opening of the CIPIH Online Discussion Forum
which you may access from the CIPIH homepage on
www.who.int/intellectualproperty <www.who.int/intellectualproperty> or
directly on www.who.int/intellectualproperty/forum/welcome
<www.who.int/intellectualproperty/forum/welcome> .

The purpose of the forum is to solicit opinions from all stakeholders to
contribute to the work of the Commission. This will be invaluable to the
Commission in enabling it to understand the range of views on its work, in
adding to the evidence base on which it can draw, and in reaching people and
institutions and views it cannot hope to meet in its planned programme of
studies, visits and consultations (See Timeline on
www.who.int/intellectualproperty/timeline
<www.who.int/intellectualproperty/timeline> ). Although the working language
of the forum is English, you may also make contributions in French and
Spanish.

To start this process, we are posting on the forum a Framework Paper that
the Commission has agreed which describes the range of issues that the
Commission considers important in addressing its terms of reference. This
will also form the basis for studies that are now being initiated to inform
the Commission.

The Commission would like to hear from individuals and institutions whether
in their view the Framework Paper adequately covers the ground:

1. What is the most important aspect of the Commission's work?

2. Should more attention be given to some issues than others?

3. Are there important issues omitted?

4. Are there particular pieces of evidence that should be drawn to the
Commission's attention?

We intend to run this initial discussion for four weeks. At the end of that
period the Secretariat will post a summary of the discussion which will be
circulated to the Commission and posted on the CIPIH web site.

Thereafter, we intend to initiate a number of discussions concentrating on
particular topics relevant to the work of the Commission.

In the event that participants wish to make a private submission to the
Commission, for whatever reason, they may also do so by sending an e-mail to
cipih@who.int <mailto:cipih@who.int> .

For more formal submissions from governments, institutions, or individuals,
which may or may not be made public according to the wishes of the
submitter, these may be more appropriately posted (if desired) with other
submissions on www.who.int/intellectualproperty/news/en/
<www.who.int/intellectualproperty/news/en/> . Again these type of
submissions should be sent to cipih@who.int <mailto:cipih@who.int> with
appropriate instructions on posting or not.

We look forward to an interesting, informative and inclusive debate.
