Expression of interest
Background:
Difficulties in obtaining timely data from remote villages with high
malaria incidence results in stock-outs of drugs to treat malaria,
especially in the rainy season, when transmission is high and
transportation for data communication is most difficult. The Global
Fund Principal Recipient Office (PR) and the Center for Malaria
Parasitology & Entomology (CMPE) aim todevelop an innovative system to
efficiently forecast the RDT and drug needs and to rapidly respond to
stock requirements under the new malaria stratification system.
1: Seeking Contractor to Establish Pilot Electronic SMS Malaria
Surveillance and Stock Reporting System in Lao PDR
Scope of Work
In preparation for those activities, CMPE and the PR will assist and
advise the contractor in drafting the specifications for the database
and geographic area to be piloted in and then facilitate further support
as necessary in the expansion of the pilot based on lessons learned.
Setting up the pilot for this project would consist of the following:
§ Develop an interface between cellular providers in Lao and the database.
§ Develop a database to accept the SMS messages from the cell phones.
§ Develop a voice and text group messaging system to remind and prompt VMWs to send the data on a set schedule.
§ Develop a system for recharging the cell phones in areas without
standard power.
§ Provide training on cell phone to Village Malaria Workers (VMWs) in
high endemic areas so that they can easily rapidly report on cases and
stock balances.
§ Create an interface on the web which easily allows malaria staff at
higher levels an immediate visual map of the situation, upon sending of
the data by VMWs.
§ Develop Standard Operating Procedures to facilitate the monitoring and
rapid response to information shown on these maps that will allow the
effective management of epidemics and stock balances.
§ Help develop an effective system and train CMPE staff to check data
monthly and respond to results effectively.
§ Test data transmission to ensure it is correct.
§ Help establish the procurement and supply chain management systems to
rapidly and appropriately to supply needs.
§ Evaluate the system lessons learned and assist in more effective
expansion to other VMWs in other villages and possibly other stock needs
in other projects
Minimum Qualification and Experience:
The Global Fund Lao invites qualified suppliers from companies or
organizations capable of providing services and products in the above
categories to submit their expression of interest.
* Works as a non-profit organization in the region.
* Has local (Lao PDR) and regional experience in providing technical
assistance to a similar project.
* Ability to easily provide on-site training and technical assistance.
* Has knowledge of and a relationship with local telecom capabilities.
* Has working relationship with various organizations in Lao including
the MoH, WHO, PSI, and other NGOs, with whom we may eventually want
to partner to expand this type of technology.
* Has software established to track epidemiology for the Mekong Basin
Disease Surveillance system
* Has ability and experience in producing simple, low-tech tools that
can be easily used by semi-literate volunteers who may not be
familiar or have experience with using cell phones to SMS that will
facilitate data entry of epidemiologic and stock reporting via cell
phone SMS.
* Has an already existing software that will allow VMWs to seamlessly
and transparently update a cloud-baseddatabase to track malaria
cases and stocks and eventually other data.
* Has an already existing mapping tool that can: 1) show graphically
and in real time the data stored in the cloud as entered by VMWs by
SMS, 2) allow for easily identifiable alerts to prompt action by
local malaria staff
In order to qualify as a potential supplier, interested companies should
submit their expression of interest, as well as the following documents:
- Brief presentation of your company addressing the above criteria and
including availability of appropriate capacities and skills among staff
- Reference list demonstrating experience with similar assignments &
conditions in concerned geographic areas
- Contact information

Term of Contract:
NTE 12 months commencing December 2011.

Upon receipt of the EOI, within one week, The Global Fund will reply to
qualified applicants with an invitation to send a bid and proposal
format. The applicant then has three weeks to prepare and submit the
proposal. The deadline for receipt of the proposal is four weeks after
the request for the proposal is sent to the applicant.
