Background:

The Ministry of Health (MOH) of the Lao People's Democratic Republic
(Lao PDR) has received the grant from the Global Fund for Malaria Round
7 Phase II to implement the activities under the National Malaria
Control Programme (NMCP). The Center for Malariology Parasitology
Entomology (CMPE) is seeking for the qualified consultants to provide
technical assistance to the mentioned above programme.

I. International Consultant for Human Resource Capacity Development
Plan (Short-term)*

Scope of Work

To reference background documents on national health plans related to
human resource and capacity development. To conduct a detailed review of
the Malaria Programme Management structure taking into account
decentralization and identify management/structural gaps in meeting the
malaria National Strategic Plan (NSP) 2011-2015 goals. The review
process should include among others, inputs from all public sector
stakeholders, a review of organograms and TORs for central, provincial
and district level malaria staff. To propose a comprehensive HR capacity
development plan (including a budget outline) with detailed terms of
reference for each post for the NMCP according to the requirements of
the proposed new organizational structure. To establish key indicators
of assessing performance of the new management structure and indentify
areas to be reviewed periodically as part of the routine annual
programme review.

Minimum Qualification and Experience:

·Masters in Social and Behavioral Sciences (or equivalent) with
experience in all areas of human resource development approaches
especially for disease control programmes (eg. malaria control) in a
developing country context. PhD preferred.

·Proven record of assisting national disease control programmes in
strategic human resources development approaches(development,
implementation, monitoring and evaluation) in line with national
policies, plans and guidelines.

·Proven record of assisting countries in building capacity regarding
human resource development in a broader health systems strengthening
perspective.

·Good interpersonal skills, team player, able to work under stress.
Sensitivity to the concerns of the developing world and able to work
with national and provincial staff.

·Excellent knowledge of, and extensive experience in using MS-Office
(Excel, Word, PowerPoint, Access, etc) and electronic communication.

·Advanced writing and presentation skills. Using strong quantitative
skills with strategic thinking to identify and communicate important
performance trends at various levels.

·An excellent knowledge of oral and written English. Knowledge of Lao
and/or Thai language is an asset.

*Term of Contract:*3 weeks technical assistance in-country commencing
October 2011.**

II: International Consultant for Malaria Surveillance and Information
System in Lao PDR

Scope of Work

This is an essential component of the grant's proposal, which will
affect a significant part of the activities, and strategic plans for the
malaria control programme in Lao PDR in the next 3 years. The scope of
this TA will largely focus on the remapping and restratification
exercise done in 2008. The proposal takes into account the need to
strengthen and build capacity through on the job training and capacity
building for the NMCP (CMPE) epidemiology and provincial staff during
course of TA contract period. This includes hands-on-trainings on data
collection; data entry into GIS based software, integration of
entomological inputs, and inputting data from other ministry's
surveillance database etc. The development and piloting of an Early
Warning System (EWS) will be the first for the national malaria control
programme in Laos of which technical staff do not have the expertise
currently.

*Minimum Qualification and Experience:*

·Advanced university degree in a relevant discipline, including public
health, epidemiology, demography or other relevant quantitative analytic
discipline.

·Graduate level training in advanced data or statistical analysis.
Proficiency in database structure and database management would be an
advantage Skills.

·Excellent knowledge of, and extensive experience in using MS-Office
(Excel, Word, PowerPoint, Access, etc) as well as statistical analysis
programs such as SPSS and GIS and related software is essential.
Advanced skills in data manipulation and analysis, including experience
working with relational databases.

·Advanced writing and presentation skills. Using strong quantitative
skills with strategic thinking to identify and communicate important
performance trends at various levels.

·Five to seven years experience in an international environment and
preferably in the health sector in epidemiological analysis with hands
on experience in epidemiology of Malaria.

·Experience in communicating strategic information to external audiences.

·An excellent knowledge of oral and written English. French is advantage.

·Knowledge of Lao and/or French language is an asset.

Term of Contract:*
Total of 9 months technical assistance in-country commencing August 2011.

III: International Consultant for Malaria Entomology.

Scope of Work

To develop a national malaria vector control guideline with emphasis on
entomological studies and malaria transmission control through
integrated vector management strategy;(WP Act. 4.11.2). To conduct a
preliminary assessment of the entomology laboratories for malaria
vectors studies at central level and selected provinces and outline
procurement specifications and quantities (WP Act. 4.11.3). To develop
and implement national guidelines through consultations with a national
TWG (to be set up) on the management and judicious use of public health
insecticides including annual reporting of insecticide usage and safe
disposal of expired insecticide (WP Act. 4.11.4). To develop SOPs and
training curricula for the annual monitoring of insecticide resistance
in 3 sentinel sites. Conduct initial trainings in 2010 with TOT for
national staff (WP Act. 4.11.5). Trainings will also extend to provincial staff in monitoring the effectiveness of current malaria vector control measures, insecticide resistance and distribution of malaria vectors.

Minimum Qualification and Experience:

• MA in Entomology (or equivalent) with proven experience in designing and implementing vector control programs for malaria control in a developing country context. PhD preferred.
• At least seven (07) years proven field and laboratory experience working as an entomologist preferably within a malaria control program in an international environment with relevant work experience in developing countries in South East Asia. PhD studies may be considered as compensatory for lack of applied field experience.
• Evidence of strong research skills, knowledge of entomological indicators as related to malaria, and international operational experience in the realm of monitoring and evaluation of malaria prevention and control programs. Successful project management history is beneficial.
• Proven experience providing technical assistance for strengthening national capacity in entomological studies and malaria transmission control through integrated vector management strategy;
• Good interpersonal skills, team player, able to work under stress. Sensitivity to the concerns of the developing world and able to work with national and provincial staff.
• Willingness to conduct extensive field work, traveling and residing under difficult conditions.
• Excellent knowledge of, and extensive experience in using MS-Office (Excel, Word, PowerPoint, Access, etc) and electronic communication,
• Advanced writing and presentation skills. Using strong quantitative skills with strategic thinking to identify and communicate important performance trends at various levels;
• Teaching experience an asset.
• An excellent knowledge of oral and written English. Knowledge of Lao and/or Thai language is an asset.

Term of contract: For the first implementing year, 8 month technical assistance in-country commencing October 2011. Subsequent TA periods for the 2nd year will be determined towards the end of the 1st year.
