Request for Expression of Interest and Proposal for an External Evaluation
of the Malaria Program for Center of Mariology, Parasitology and Entomology
(CMPE) under Ministry of Health Lao PDR

The Lao Peoples Democratic Republic has received four grants to date for
the national malaria control program from Global Fund to Fight AIDS,
Tuberculosis and Malaria. The current grant, Round 7, ends in June 2013.
The Procurement Unit of Principal Recipient office (PR office) is
recruiting consultant(s) for an External Evaluation of the Malaria Program
for the Center of Mariology, Parasitology and Entomology (CMPE).

This procurement will follow public procurement procedures for consultant
services according Procurement Guidelines of The Principal Recipient of the
Global Fund to Fight AIDS/Tuberculosis/Malaria in Lao PDR issued on
November 2009.

The consultancy firm or consultant team will have the following tasks:

1. Critically evaluate the status of outputs and outcomes for the National
   Malaria Control Program (NMCP) implementation of the current Global Fund
   Round 7 grant.

2. To assess the effectiveness of the CMPE and its three Sub-Recipients
   HU, PEDA, FDD) in achieving program targets in: programme management;
   procurement processes; financial processes; human resource management and
   capacity building; technical implementation in IEC/community
   mobilization, early diagnosis and treatment, personal protection through
   IBN/LLINs, information systems, and monitoring.

3. Provide necessary recommendations to improve programme implementation in
   light of current epidemiology and national strategic plans.

4. Produce a final report in English

The evaluation will also include field assessments covering three regions
of the country, north, central and south, one province per regions, two
districts per province (one with easy access and one remote), 3 Health
Centers and 5 villages per district.

The Principal Recipient office (PR office) would like to invite eligible
consultancy firms or consultant teams to indicate their interest in
providing their services. Interested consulting firms or consultant teams
must provide information indicating that they are qualified to perform the
services, including:

1. Company profile, brochure, if any
2. Brief description of experience in managing similar evaluations of a
   malaria program, including documented evidence of such experience
3. Submit a Technical Proposal (a plan including the schedule of the
   activities and timeline to be undertaken to complete the assessment
   and the composition of the team and brief roles and responsibilities
   of each team member)
4. Submit a separate Financial Proposal should include perdiem,
   accommodation, transportation, communication and printing.
5. CVs of team leader and members

A consultancy firm or consultant team will be selected under Quality and
Cost based Selection (QCBS) methods in accordance with the procedures set
out in the Procurement Guideline.
