Request for Expression of Interest to conduct an Internal Audit (IA) of the Principle Recipient of Global Fund Grants to Lao PDR
The *Principle Recipient (PR)* for the Global Fund Project in Lao PDR
(Department of Communicable Disease Control under Ministry of Health)
manages the implementation of four GF funded grants under the New Funding
Model in collaboration with the three national programs (HIV, TB and
Malaria) and with the Department of Planning and International Cooperation
(DPIC) for strengthening health systems in the country. Current funding for
these NFM grants started is from 2015/2016 to the end of 2017.
*The PR is now inviting interested audit companies to express interest for *
*“**…. conducting an internal audit on the use of Grant funds under the
Program. The audit shall include, but will not be limited to, an assessment
of the Principal Recipient and recommendations for addressing any
programmatic, managerial and financial capacity gaps**”*
The objective of the recommendations is *to improve organizational
processes and operations, mitigate risks and the adoption of best practices
resulting in improved ratings of the grant programs.*
Timeline
*The selected company is expected to deploy a qualified team of auditors to
the Office of the PR located in Vientiane capital, Laos. The consultant
(team) will be contracted for a maximum of 30 working days. Partner level
must attend opening meeting and debriefing sessions. The audit should
preferably take place in October/November 2016; the Audit Report with
recommendations must be submitted no later then 30 November 2016.*
Qualification
*1. **Company must be certified to conduct internal audits to a
professional standard equivalent to IIA’s International Standards for the
Professional Practice of Internal Auditing*
*2. **The audit team deployed must be conversant with Global Fund Grant
Architecture and Operational Policy Notes and policies*
*3. **The team members must have experience of having participated in
at least three audits of similar nature in other countries in the past
three years, preferably in relation to Global Fund grants*
