Background
The National Center for Parasitology, Entomology and Malaria Control (CNM), a department of the Cambodia Ministry of Health (MoH) was recently approved to participate in the Affordable Medicines Facility-malaria (AMFm), an innovative financing mechanism for artemisinin-combination therapies (ACTs), hosted by the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM).
The Department of Drugs and Food (DDF) within the MoH is the lead agency for assuring the quality and efficacy of essential malaria medicines. As a Sub-Sub-Recipient, the DDF will support efforts to a) eliminate banned oral artemisinin based monotherapies, counterfeit and sub-standard malaria drugs from the marketplace and b) strengthen the national pharmacovigilance system.
The DDF is recruiting:
1. International Short Term Consultant - “ Drug Inspection: Expected to develop training materials and train central level inspectors from the DDF on the systematic and structured inspection of drug outlets and health facilities, methods of combating counterfeit medicines and enforcement of the bans on oral artemisinin based monotherapies. The consultant will also be expected to conduct a Training of Trainers (ToT) so the newly developed training materials and methodologies can be passed on from the central level to be utilized by provincial authorities.
Location: Department of Drugs and Food (DDF) of Ministry of Health, Phnom Penh, Cambodia; Duration: 2 months.
Qualifications and Experience
- Graduate/postgraduate degree in pharmacy or related field.
- Minimum 10 years professional experience related to pharmaceutical inspection and regulation, especially in the private sector.
- Experience in developing training materials and conducting Training of Trainers (ToT)
- Knowledge and understanding of the public and private pharmaceutical sectors in Cambodia.
- Highly developed interpersonal and communication skills with the ability to communicate effectively with stakeholders in the public and private sectors.
- Excellent written and verbal skills in English;
- Proficiency in Khmer would be an advantage;
- Knowledge and an understanding of the public and private pharmaceutical sector in Cambodia would be an added advantage; and
- Proficiency with Microsoft Word, Microsoft Excel, PowerPoint and Outlook.
2. International Long-Term Assistant “ Pharmacovigilance (PV): Expected to support establishment of a robust pharmacovigilance system in Cambodia, including conducting a critical assessment and evaluation of the current status of the PV Center, guiding the development and implementation of PV activities in Cambodia, supporting training/workshops on PV, and establishing tools for PV.
Location: Department of Drugs and Food (DDF) of Ministry of Health, Phnom Penh, Cambodia; Duration: 21 months
Qualifications and Experience
- Graduate/postgraduate pharmacy degree or in related field.
- Minimum 10 years professional experience related to PV.
- Experienced in preparing training materials and conducting trainings.
- Experience conducting critical assessments and evaluations related to PV.
- Excellent written and verbal skills in English;
- Highly developed interpersonal and communication skills and the ability to communicate effectively, working with government and private sector stakeholders;
- Proficiency in Khmer would be an advantage;
- Knowledge and an understanding of the public and private pharmaceutical sector in Cambodia would be an added advantage; and
- Proficiency with Microsoft Word, Microsoft Excel, PowerPoint and Outlook
3. Clinical Supervisor: Expected to assist and support the development and implementation of suitable mechanisms for the detection, assessment, understanding, documentation and prevention of adverse drug reactions and any other drug-related problems.
Location: Department of Drugs and Food (DDF) of Ministry of Health, Phnom Penh, Cambodia; Duration: 2years (Option of contract renewal for a further period of 1 year or more)
Qualifications and experience
Cambodian national
Medical doctor with at least 2 years work experience in public or private hospital;
Excellent written and verbal skills in Khmer and English;
Highly developed interpersonal and communication skills and the ability to communicate effectively, working with government and private sector officials; and
Knowledge in and understanding of (a) pharmacovigilance; (b) the health sector in Cambodia; and (c) advocacy for change, e.g. promoting ADRs reporting by stakeholders in the health sector is an advantage.
