DESCRIPTION OF DUTIES:
Under the supervision of the WHO Representative in South Pacific, Suva,
Fiji and in collaboration with Pacific Island countries under the
European Commission (EC)- WHO Partnership on Pharmaceutical Policies:
A. To provide policy advice and technical support for the following:
1. development and implementation of national medicines policies and
monitoring the impact of these, with emphasis on equitable access to
essential medicines;
2. monitoring the impact of international trade agreements on access to
medicines in countries with related legislation and regulations which
support access to medicines;
3. improvement in the affordability and financing of essential medicines
in both the public and private sectors through active use of price
information, generic competition, differential pricing, reduced tariffs
and taxes, benchmarks for public financing and expanded use of new drug
financing strategies;
4. improvement in drug supply management in terms of reliability and
efficiency in both the public and private sectors, including support to
the development of regional pooled procurement and sustainable local
drug production, where appropriate;
5. to increasing the capacity of countries for effective drug regulation
and quality assurance systems, with improved inspection practices,
combating substandard and counterfeit drugs, reliable information and
management systems;
6. promotion of rational use of drugs and containment of antimicrobial
resistance through training and regional network;
7. collaboration among Pacific Island countries in areas related to
information exchange, pooled procurement, human resources development,
quality assurance, financing and rational drug use;
B. To advocate WHO global norms, standard and guidelines for the
quality, safety and efficacy of medicines, including new pharmaceutical
tests and coordinated regional and international harmonization of norms;
C. To prepare reports to Essential Drugs and Medicine Policies (EDM)/HQ,
WPR and EC as required.

REQUIRED QUALIFICATIONS

Education:
Postgraduate degree in pharmaceutical sciences or medicine. Additional
training on pharmacoeconomics, evidence-based medicines selection is
desirable.

Skills:
Thorough knowledge of access to medicines, medicine supply system,
selection of essential medicines (evidence-based), medicines regulation
and quality assurance, trade globalization, evaluation of safety and
efficacy of medicinal products and relevant components of national
medicines policies. Ability and experience in countries' collaboration.
Skills in using standard modern computer software. Ability to work
harmoniously as a member of a team, adapt to diverse educational and
cultural backgrounds and maintain a high standard of personal conduct.
Working experiences in the related fields, especially at international
levels is desirable.

Experience:
7-10 years of experience in the field of medicine policies, regulations,
management and international health affairs. Relevant experience with
WHO or other UN organizations, other international organizations, or
other forms of international technical cooperation is an asset.

Languages:
Excellent knowledge of spoken and written English. Working knowledge of
other official UN languages an advantage.

DESCRIPTION OF DUTIES:
Under the guidance and supervision of the WHO Representative in Cambodia
and the Director, Health Sector Development at the Western Pacific
Regional Office, and in close collaboration with the national
counterparts as well as relevant technical programmes in the Regional
Office, the incumbent will specifically support, among others, the
following tasks:
1. overall management, coordination, implementation, monitoring of work
plans of the department and donor funded work plans, aimed at
strengthening the health system in Cambodia and in particular the public
procurement and supply system;
2. identification and recruitment of short-term consultants where
needed;
3. development of policy in the area of drug and related commodities
selection, procurement, distribution and management, rational use,
monitoring and accurate reporting on use, including setting up a system
to monitor the quality of drugs throughout the supply chain;
4. management of the forecasting, procurement, distribution, quality
assurance of medicines, vaccines and medical supplies so that they
comply with the national regulatory system, meet international
standards, and ensure good procurement, distribution and use practices;
5. development of suitable training materials on procurement,
distribution, and quality assurance of medicines, vaccines and medical
supplies, adjusted to the local situation and need; and undertaking
training for relevant staff at the national, provincial and district
levels;
6. development of appropriate monitoring tools and processes for project
implementation, especially in the procurement, distribution and
assurance of quality of medicines, vaccines and medical supplies,
adjusted to and taking into account the existing monitoring system, and
undertaking the monitoring of these functions; and
7. preparation of protocols for relevant and needed operational research
and evaluation.

REQUIRED QUALIFICATIONS

Education:
Post-graduate degree in Pharmacy or related field from a recognized
university. Proficiency with evaluation process and methodologies,
including training in pharmacoeconomics, evidence-based medicine, is
desirable.

Skills:
Thorough knowledge of access to medicines, medicine supply system,
selection of essential medicines (evidence-based), medicines regulation
and quality assurance, trade globalization, evaluation of safety and
efficacy of medicinal products and relevant components of national
medicines policies. Highly developed interpersonal and communication
skills and the ability to communicate effectively with the government
and partner agencies. Good analytical and presentation skills, including
proficiency in the use of computers and internet. Ability to work
harmoniously as a member of a team, adapt to diverse educational and
cultural backgrounds and maintain a high standard of personal conduct.

Experience:
At least 7 years administrative and technical experience in the areas of
pharmaceutical procurement and supply management, including national
medicine policies, law and regulations, drug quality control and
assurance especially in the area of essential drugs, antimalarials, TB,
and HIV/AIDS commodities preferably with developing country experience
in managing a public health logistics programme. Considerable experience
in programme management, including skills in monitoring, evaluation and
capacity building; Experience with Global Fund projects and operations
is desirable.

Languages:
Excellent knowledge of spoken and written English. Working knowledge of
other official UN languages an advantage.
