E-DRUG: URGENT: Short-term consultancies with WHO/Cambodia on essential drugs/procurement

Dear colleagues,
WHO Cambodia is supporting the Ministry of Health in implementing a “Health System Strengthening” project funded by a GFATM Round 5 grant. We have several short-term consultancies (STCs) in the coming months to undertake specific activities in support of this project. Terms of Reference (TOR) for two of these STCs are copied below. Suitable, experienced and qualified experts in the indicated areas of expertise are requested to apply for these contracts, ideally including visits to Cambodia in the immediate period between November 2007 and January 2008.

Terms of Reference 1
To Develop Revised Procedures and Decision Criteria for Pharmaceutical Procurement: Under the Global Fund Round 5 grant on “Strengthening Cambodia’s Health System in the Fight Against HIV/Aids, TB and Malaria”
Under the guidance and supervision of the Long Term Technical Advisor (LTA), WHO Representative in Cambodia and the Director of Health Sector Development at the Western Pacific Regional Office of WHO, and in close collaboration with national counterparts as well as relevant technical programmes in the regional office, the STC will perform the following tasks:
Tasks:
(a) Review current operating procedures for the procurement of drugs, vaccines and medical supplies for national health programmes and the health service;
(b) Review decision criteria used by Prequalification, Evaluation and Awarding Committee (PEAC) and its technical advisory group for awarding contracts; and
(c) Review reporting procedures on the decisions of the PEAC and related matters to Ministry of Economy and Finance;
(d) Establish a consultative process to ensure all stakeholders participate in the review process;
(e) Draft revised operating procedures, including quality assurance and monitoring and evaluation of suppliers, which harmonise procurement procedures across National Budget, Global Fund, World Bank and possibly other procurement agencies based on consultation and best international practice. Procedures should include: (i) Special conditions for drugs, vaccines and medical supplies; (ii) Development of pre-qualification standards for all pharmaceutical suppliers; (iii) Development of key performance indicators and procedures for documenting and monitoring the performance of suppliers and for precluding suppliers who do not comply with national standards; (iv) Development of a fast tracking procedure for the registration of drugs, vaccines and medical supplies;
(f) In close consultation with LTA and key stakeholders, consult on draft, agree on consistent procurement procedures and prepare final draft for approval by the Procurement Unit and Ministry of Economy and Finance;
(g) Prepare Standard Operating Procedures for procurement; and
(h) Prepare training outline.
Placement: The successful STC will be placed in the Ministry of Health and will work closely with the Long Term Technical Advisor (LTA), the staff of the Department of Drugs and Food and Procurement Unit, and relevant staff at the Ministry of Economy and Finance.
The following are the deliverable of this consultancy:
(a) a draft review document to serve as input to guide the consultation process;
(c) A draft report on process and outcomes of the consultations, as well as measures to ensure the participation of relevant stakeholders in the review of current
(d) operating procedures for the procurement of drugs, vaccines and medical supplies for national health programmes and the health service; (e) decision criteria used by Prequalification, Evaluation and Awarding Committee (PEAC) and its technical advisory group for awarding contracts; and
(f) the reporting procedures to Ministry of Economy and Finance;
(g) Final draft of agreed harmonized procurement procedures, with contents as specified under above, to be used across public, national institutions, and development partners for the approval of the Procurement Unit and Ministry of Economy and Finance; and
(h) a draft [Standard] Operating Procedures for implementation of the agreed harmonized procurement procedures, including a training outline for the training of the relevant staff.
Minimum qualifications of the STC:
(a) Technical experience in the area of pharmaceutical procurement, especially in the area of antimalarials, TB, HIV/AIDS; and
(b) Graduate/postgraduate pharmacy degree or in related field.
Other requirements include:
(a) Experience with Global Fund projects and operations desired;
(b) Excellent written and verbal skills in English;
(c) Highly developed interpersonal and communication skills and the ability to communicate effectively with the government and partner agencies; and
(d) Proficiency with data evaluation, standard office software and internet.
Timeframe: approximately 35 working days

Develop Monitoring Process to Implement Procurement Standards: Under the Global Fund Round 5 grant on “Strengthening Cambodia’s Health System
in the Fight Against HIV/Aids, TB and Malaria”
Under the guidance and supervision of the Long Term Technical Advisor (LTA), WHO Representative in Cambodia and the Director of Health Sector Development at the Western Pacific Regional Office of WHO, and in close collaboration with national counterparts as well as relevant technical programmes in the regional office, the STC will perform the following tasks:
(a) Develop a process that includes external agents from multi-lateral and bi-lateral organisations, civil society and the private sector, to monitor performance of the procurement process against agreed procurement standards;
(b) Develop a quality assurance procedure and facilitate its implementation;
(c) Establish a consultative process to ensure all stakeholders participate in the process;
(d) In close consultation with LTA and key stakeholders, consult on draft, agree process and prepare final draft for approval;
(e) Prepare training outline and curriculum for participants in the agreed process.
Placement: The STC will be placed in the Ministry of Health and will work closely with the LTA, staff of the Department of Drugs and Food (DDF) and Procurement Unit and relevant staff at the Ministry of Economy and Finance.
Minimum qualifications:
(a) Technical experience in the area of pharmaceutical procurement, especially in the area of antimalarials, TB, HIV/AIDS; and
(b) Graduate/postgraduate pharmacy degree or in related field.
