I agree with your opinion. Certainly, his question is ambiguous.
But unfortunately, no movement on establishing Japanese essential
drug list exists and most of medical workers in Japan don't know
the EDL of WHO. The importance of the EDL is unquestionable.
We Japanese must have our own EDL. But as the healthcare
insurance system of Japan is quite unique, no one intend to
use basic drug such as essential drug, and most of MDs in Japan
prefer to use expensive new drugs. In Japan, those who prescribe
much more expensive medicine gets more money.That is our
healthcare insurance system. Our healthcare system must change
thoroughly including drug distribution system and must establish
rational drug usage in our country.But there lays much complicated
political disturbance to do so.

I knew the concept of essential drug at the workshop held in 1998,
ie. P-drug Workshop in Japan. And the participants of that workshop
share same purpose on propagation of the concept of essential
drug. We are the evangelists of EDL.

In our clinical setting, our members use basic drugs, and some
member of us write to medical journals in Japan about EDL.
But the wind is contrary.So please support us.
