Dear Trish,

In brief, as Ethiopia moves into the millenium the government is revising its
priorities and focusing on health and education sectors, producing 5 year
sector development plans which form part of the overall 20 year plans. My
understanding is this involves all procurement by the centralised MOH
planning and projects unit until such time the decentralised capacity has
been built for them to
undertake their own procurement.

The Dutch govt. is the major bilateral funder to the govt Essential Drug
Programme in Ethiopia, contributing between USD 4-5 million per year. They
were also involved in formulating a 'pharmaceutical plan' with MOH, to
provide training and management at the regional level to strengthen capacity.
