Dear Kanous,
I tried to get information regarding the implementation of E-Drug
Program in Ethiopia.
I had to call a number of offices in MoH, and then Pharmacy department in
MoH. Finally I was put through to Mr. Mohammed Abadir - Drug Administration
and Control Department - MoH.
The following information is what he conveyed to me over the
phone. I'm afraid that it won't be the entire thing, but I'm sure it
could help. But to clarify missing links or to get perfect information

What he told me:
What we actually have is what is called Ethiopan National Drug
Programme(ENDP). Essential drug programme in Ethiopia was terminated during
the period 1990 - 1992 when there was change of Government- A crisis time.
Ethiopian drug requirement during the time between 1992 - 1994 had to be
buffered by a program called Emergency Recovery and Reconstruction Programme
(ERRP). ERRP made funds available not only for medical equipment and drugs
in the medical sector, but also for other needs in agricultural and
industrial sectors.The fund was made available from a number of bilateral
agencies such as World Bank,African Development Bank,USAID and the
Netherland government aid. Through this programme procurement and delivery
of drugs were
carried out.
Once out of the crisis situation,an effort for sustainable drug procurement
and delivery was made.It is when Ethiopian National Drug Programme was made.
This programme was implemented during the period 1994 - 1998.
ENDP consisted of four implementation strategy components:
1)Policy and management:
In this component the following were accomplished;
-National drug list made
-Drug legislation was revised
-National drug policy spelt out.
2)Supply and Logistics
-Essential drugs were procured with 18 million USD fund from Netherlands for
the years 1994,1995,1996.
3)Rational Drug Use
Rational prescribing and dispensing of drugs was promoted.
Rational drug use by patients was promoted.
4)Quality assurance
-Drug registration manual developed and distributed.
-Adverse drug reaction reporting outline prepared but yet to be distributed
-Drug information bulletin made quarterly and distributed.
-Rational drug use training carried out in 1995 & 1996
-Formation of pharmacy and therapeutic committee in various Zonal health
departments and hospitals underway.
-Quality control laboratory being organized in Pasteur National Laboratory,
Addis Ababa compound. Building and equipment procurement completed and
installation of equipment underway.
Now there is a different approach to Health Development. It is a sector
development approach.It is called SECTOR DEVELOPMENT PROGRAMME. It is a 20
year package delivered in 5 year smaller packs. It has 8 components. They are:
1)Service delivery and quality of care
2)Health service expansion and rehabilitation
3)Human resource development
4)Pharmaceutical service - Ethiopian E-Drug Programme comes here.
5)Information, Educationand, Communication-IEC
6)Health service management and management information system
7)Monitoring & evaluation and applied research
8)Health care financing
The first Five year plan ranges from 1998 - 2002. The plan for Ethiopian
E-Drug Programme is I am sure is what you have already got. About 100
million is promised from Donors but yet to be released. Continuation of
previous activities mentioned higher up is being carried out from Government
fund. A number of researches are carried out by bilateral agencies such as
Basics and USAID in ways of procuring Drug fund. For more information you
