E-DRUG: evaluation and review of interagency Guidelines for Drug Donations?

Dear e-druggers,
I am doing a dissertation for my MBA on evaluation of the quality of drug
donations with special focus on the situation in Albania during March-June
1999. Therefore I would like to know if there are any publications
available on the review of the interagency Guidelines for Drug Donations,
carried out in 1997 and 1998?
