E-DRUG Drug donations

After all those discussions about drug donations for
Kosovo/Macedonia/Albania I was amazed that nobody has
mentioned the fact that WHO/EURO in 1994 published a guideline
for donations in that region: Life-saving drugs; Guidelines for
Donations and Humanitarian Assistance. It was enthousiastically
received by governments but apparently never used (except in
Russia). It is bilingual (English and Russian) and still as useful now
as it was five years ago. Only the prices are dated. Nobody ever
took the trouble to update it - isn't that a job for HAI/WEMOS instead
of all the politics? History is repeating itself with amazing speed, and
re-inventing the wheel is a very popular pastime among NGO's.
