E-DRUG: generic drugs in Mexico (2)

Dear E-druggers,

It is unclear to me sitting here in Canada, one of the countries in the
NAFTA agreement, how the Mexican law violates the NAFTA agreement as long
as it does not discriminate against foreign countries vis-a-vis Mexican
ones. Here in Canada the position of the provinces is that unless a doctor
writes "no substitution" or some other such phrase on the prescription that
the pharmacist can dispense any bioeqivalent brand regardless of whether
the prescription has been written using the brand or the generic name. The
multinational companies don't particularly like this but they have never
claimed that it violates the NAFTA agreement.
