UNICEF, the world's leading organization working for the rights of
children, seeks a Contracts Officer for our Supply Division, based in
Copenhagen, Denmark. The successful applicant will responsible for
developing strategies and guidelines on issues related to Vaccine
Security including funding, forecasting and country support/development
assistance. The incumbent of the position will also consolidate the
work on these critical areas and coordinate activities with other
Contract Officers such that the strategic objectives of Vaccine Security
are met.
This includes:
1. Development of draft funding analysis and strategy for vaccines and
involvement in the execution of the strategy.
2. Organizing and conducting Vaccine Security missions to key countries
3. Providing support to the 5-10 countries that represent about 60% of
the demand in terms of quarterly visits, reviewing of forecasts and
related activities.
4. Working with Country Offices to increase the mobilization of funds
for children in terms of Procurement Services for vaccines.
5. Managing the tracking and follow-up on vaccine stock-outs.
6. Developing guidelines for country-level implementation of Vaccine
Security; and the training on these guidelines.
7. Working with Contract Officers to develop guidelines on issues
effecting UNICEF Vaccine Procurement Principles.
8. Overall co-ordination of the Vaccine Independence Initiative and
review of any recommendations on improvement of the current
process/system.
9. Providing support to other Contract Officers regarding Vaccine (and
Device) Security issues.
10. Managing procurement of materials; including proposing method
of purchase; LTA's, Regional Procurement and Direct Orders.
11. Working with Country and Regional Offices, UNICEF Programme
Division, WHO and other partners involved in immunization in support of
Vaccine Security.
12. Undertaking consultant or audit missions to field offices as
requested.
13. Establishes work plans and priorities, monitors achievements
and evaluates performance of support staff.
14. Maintaining excellent communication/co-ordination with other
groups.
Qualifications and Competencies:
· Advanced University Degree in business administration, commerce,
pharmaceuticals, law or technical field required.
· Minimum eight years of progressively responsible professional
experience in the field of vaccine and pharmaceuticals procurement,
including at least three at the international level.
· Experience in commercial activities with the public or private sector
in developing and industrialized countries.
· Knowledge of worldwide public procurement, contract negotiations and
administration.
· Ability to resolve difficult, complex and sensitive situations.
· Good analytical skill and negotiating skills.
· Ability to clearly and concisely express ideas and concepts in
written and oral form.
· Ability to manage and monitor the effective use of financial and
material resources.
· Ability to establish harmonious work-relationships with colleagues in
an international and multicultural environment.
· Ability to supervise and direct a team of professional and support
staff.
· Ability to initiate and manage change in a diverse environment.
· Good knowledge of computer applications.
· Fluency in English and another UN language are required.
NOTE: The contract duration is for one year and contract renewals will
be subject to availability of funding.
