UNICEF, the world's leading organization working for the rights of
children, seeks a Contracts Specialist (Vaccine Analyst), for our Supply
Division, based in Copenhagen, Denmark. The successful applicant will,
under the guidance of the Contracts Manager, support procurement and
reporting on new vaccines; conducts analysis and manage funding requests,
reports, cash flow forecasts and procurement plans for new vaccines.

The duties include:
Ensuring all procurement activities are in compliance with the UNICEF
   Financial Rules and Regulations, Supply Division Manual, and all other
   applicable procurement procedures.
Preparing quarterly and annual donor reports for new vaccine procurement
   (as funded by GAVI/VF), including procurement quantities and
   expenditures.
Preparing quarterly and annual funding and cash flow forecasts for new
   vaccine procurement.
Conducting contracts management to ensure supplier compliance to LTA’s and
   purchase order terms and conditions.
Issuing international tender invitations to acceptable suppliers,
   evaluating quotations, clarifying offers, and negotiating with suppliers
   as appropriate.
Making recommendations for finalization of purchases, adjudicating offers
   in consultation with the World Health Organization (WHO), and internal
   Technical and Quality Assurance Centres. Preparing and defending
   submissions to Contracts Review Committee (CRC).
Working closely with programmes on issues of long term forecasting of
   quantities and planning of funding.
Ensuring adequate and coordinated planning of procurement and demand of
   vaccines during peak and campaign seasons.
Reviewing and provides recommendations for Local Procurement by Field
   Offices.
Reviewing material specifications and requirements with the Supply Division
   Technical and Quality Assurance Centres to ensure completeness and
   appropriateness.
In partnership with WHO and internal Technical and Quality Assurance
   Centres, evaluating suppliers with respect to delivery performance,
   product acceptability, and commercial acceptability.
Establishing work plans and priorities, monitoring achievements and
   evaluating performance of support staff.

Qualifications and Competencies:
   Advanced University degree in business administration, commerce or law
   or technical field required.
   Minimum five year of progressively responsible professional experience
   including at least three at the international level.
   Experience in commercial activities with the public or private sector in
   developing and industrialized countries.
   Experience in procurement of vaccine/biological materials would be an
   asset.
   Knowledge of worldwide procurement, contract negotiations and
   administration.
   Good analytical skill and negotiating skills.
   Ability to clearly and concisely express ideas and concepts in written
   and oral form.
   Ability to manage and monitor the effective use of financial and
   material resources.
   Ability to establish harmonious work-relationships with colleagues in an
   international and multicultural environment.
   Ability to supervise and direct a team of support staff.
   Computer skills, including internet navigation, and various office
   applications.
   Fluency in English and proficiency in another UN language required.

The contract duration is for one year and contract renewals will be subject
to availability of funding.
