External Job Description:

Function of the Position:
This is a professional position in USP's International Technical
Alliances Program (ITAP) Department in which the incumbent manages USP's
participation in specific outreach programs, including contracts with
John Snow International and Population Services International. The
manager supports the Chief Global Services Officer (CGSO) in efforts to
acquire new grants and contracts for drug quality initiatives in
developing countries. He/she stays abreast of new anti-malarial and
other drug development as well as international trends in prevention and
treatment in this area. The Manager, USP Drug Quality Partnerships also
takes a leadership role in maintaining USP's position as an expert
resource in drug quality assurance and quality control for
pharmaceuticals.
Job Duties:
Develop strategies, methods, and materials to ensure and support QA and
QC within the in-country post-marketing approval supply chain for the
DELIVER Project, Task Order 3.
Provide technical assistance to in-country malaria programs, essential
drugs programs that handle malaria products, and national drug
regulatory authorities to strengthen local capacity for QA/QC including:
assessing laboratory conformity to GMP, developing SOPs, assisting with
ISO certification readiness, and improving the application of drug
quality control testing methods.
Coordinate the design and implementation of field-based drug quality
surveillance.
Ensure coordination of USP's work on anti-malarial drug monographs and
reference standards.
Support the DELIVER QA manager and the procurement manager in the
design and implementation of a QA/QC program to ensure pharmaceutical
commodities meet contractual agreements.

Minimum Requirements:
In order to quality for this position, you must possess a MasterĂ¢€™s
degree in pharmaceutical sciences, public health, or related field
required with at least 5 years professional experience in developing
countries. PharmD or Ph.D. in one of these degrees preferred. Minimum
five years previous USAID grant or contract management experience
required. Demonstrated technical competence in drug quality assurance
and/or quality control.
Knowledge, Skills, Abilities:
Exceptional knowledge of malaria in developing countries.
Understanding of drug development and FDA approval process for
medicines.
Experience in procurement of medicines for developing countries.
Excellent verbal, written and presentation skills.
Experience writing grants and identifying funding sources helpful.
Strong negotiation, planning, and project management skills essential.

Demonstrated leadership and managerial skills.
Ability to network with professionals from USAID, and other
supranational organizations (WHO, PAHO, etc.) as well as local
in-country representatives and government officials.
Strong ability to work with nationals from varied backgrounds and
cultures.
Ability to travel at least 25% of the time.
