Who We are and What We Do

The United States Pharmacopeia (USP) is the official public standards-setting authority for all prescription and over-the-counter medicines, dietary supplements, and other healthcare products manufactured and sold in the United States. USP sets standards for the quality of these products and works with healthcare providers to help them reach the standards. USP's standards are also recognized and used in more than 130 countries. These standards have been helping to ensure good pharmaceutical care for people throughout the world for more than 185 years.

Our Opportunity

USP is presently seeking an enthusiastic and experienced professional to lead our International Technical Alliance Programs Department. In this role, the incumbent directs all planning and implementation of USP’s cooperative agreement (number HRM-A-00-00-00017-00) with the U.S. Agency for International Development under the USP Drug Quality and Information Program. The incumbent is responsible for the management oversight and administration of funds and programs in accordance with terms and conditions of 22 CFR 226, *€œAdministration of Assistance Awards to U.S. Non-governmental Organizations*€ according to the Schedule, Program Description and Standard Provisions of the cooperative agreement.

Roles and Responsibilities

The Director provides programmatic oversight to activities with the goals of:
*• Raising awareness of the centerl role of drug quality assurance in increasing access to better health care through the provision of safe and effective medicines.
*• Improving regional- and country-level capacity for pharmaceutical quality control.
*• Reducing the spread of antimicrobial resistance by developing approaches to improve prescribing, dispensing and drug-taking practices. Promoting the use of authoritative standards and approaches for drug quality, purity, strength and packaging.
*• Providing a drug information component to drug management training activities.
*• Reviewing drug recommendations made by other programs supporting USAID and evaluate messages/information disseminated for accuracy and bias in the area of pharmaceuticals.
*• Convening national and regional discussions on the need to institutionalize continuing education and/or technical update training requirements for physicians and pharmacists in the area of pharmaceutical knowledge and use.
*• Providing technical assistance in the development of continuing education programs.
*• Providing new and/or updated drug and therapeutics information to meet the global needs of HIDN and OHA priority interventions requiring commodities.
*• Develop a system of matrices for monitoring progress and results of each activity, including a system for how and how often indicators are to be measured.

Specific duties include:

*• Supervise and direct the work of the USP DQI group, currently eighteen staff, within the overall objectives of the International Technical Alliances department, and the Global Services Division.
*• Serve as principal liaison with USAID.
*• Identify opportunities for new activities within USAID countries and/or collaborations with new partners in collaboration with the VP, International Technical Alliance Programs.
*• Represent USP DQI at local and international meetings.
*• Travel to developing countries to initiate and/or monitor program activities.
*• Negotiate activities with USAID missions, developing country government agencies and partner institutions in priority countries.
*• Develop proposals for funding from USAID and provide routine progress reports.
*• Ensure development and timely submission of annual work plans and budget requests for USAID.
*• Ensure appropriate completion of annual USAID portfolio review.
*• Develop and manage annual USP budget for the USP DQI group.
*• Develop solid relationships with other USAID funded programs, e.g., RPM Plus, DELIVER, etc.

Minimum Requirements

Master’s degree in pharmaceutical sciences, public health, or related field required with at least 5 years professional experience in public health in developing countries with previous USAID grant or contract management experience. PharmD or Ph.D. preferred. Demonstrated significant work experience in developing countries required. Experience as a team leader and supervisor.

Knowledge, Skills, Abilities

*• Extensive knowledge of USAID programs, projects, and grant administration.
*• Exceptional knowledge of public health issues in developing countries, especially in the areas of HIV, TB, and Malaria as well as knowledge of other major pandemics.
*• Understanding of generic pharmaceuticals, including testing and production.
*• Excellent verbal, written and presentation skills; grant writing experience helpful.
*• Solid leadership and managerial skills; strong negotiation, planning, and project management skills.
*• Demonstrated leadership and managerial skills. *• Ability to network with professionals from USAID and other supranational organizations (WHO, PAHO, etc.) as well as local in-country representatives and government officials.
*• Demonstrated ability to lead teams located in various locations worldwide.
*• Ability to create a team environment among staff located globally.
*• Ability to work with nationals from varied backgrounds and cultures.

*• Language skills a plus (English, Spanish, French, Arabic, or Mandarin)
*• Ability to travel at least 25% of the time.

Supervisory Requirements

Staff of approximately 18 Scientists, Program Managers, and Support Staff.
