Supply Chain Management System and USAID | DELIVER Projects

The Country Director, based in Pretoria, has overall responsibility for
the successful implementation of the project. By providing strategic
leadership and coordination in planning, project development, and
management, the Country Director will oversee the implementation and
evaluation of all activities supported by the projects, ensuring that
the specified performance objectives are met. The Country Director will
bear primary responsibility for all administrative and financial
requirements of the project. As the official representative of JSI, the
Country Director will maintain communication between all relevant
parties including USAID, Ministry of Health/Government of South Africa,
international and South African NGOs, donors, and other stakeholders.

He or She will directly supervise the Finance and Administration
Manager, Deputy Director/Technical Services and Project Coordinator. He
or she will report to the Country and Senior Program Managers based in
Arlington, Virginia.

SPECIFIC RESPONSIBILITIES

Supply Chain Management and Support

1. Working closely with the Country/Senior Program Managers,
organize, allocate human resources to, and manage technical activities
concerning the provision of products for the care and treatment of
HIV/AIDS as requested by host-organizations, including forecasting and
quantification of products; monitoring the fulfillment of orders by
suppliers; tracking of shipments; expediting freight forwarding and
customs clearance; storage and distribution of products in-country; and
logistics management information systems.
2. Arrange for and assist with assessments of supply chain programs
in-country, to determine system strengths and weaknesses and identify
technical assistance gaps that may be addressed by the projects.
3. Working with the Country/Senior Program Manager and in
collaboration with the USG team, host government ministry counterparts
and other cooperating agencies, develop and implement long-term
strategies and an annual workplan and budget. Update the workplan and
budget on a quarterly basis.

Technical Assistance and Capacity Building

1. Identify, support and use in-country capacity to the greatest
extent possible in order to achieve effectiveness and sustainability.
2. Identify capacity gaps and arrange for appropriate training of
host country counterparts and field office staff to adequately equip
them with the skills and knowledge required to accomplish their
technical, administrative and financial management responsibilities.
3. Together with the Country/Senior Program Manager, identify,
assess and pursue opportunities for supply chain and technical
assistance activities in accordance with the targets set out in the
County Operational Plan.
4. Where appropriate, seek additional field support funding to
finance supply chain technical assistance activities.
5. Define statements of work (SOW) for short-term technical
assistance and obtain necessary approvals, and working with
Country/Senior Program Managers modify SOWs as required.
6. Organize, staff and manage activities related to the provision
of both short- and longer-term technical assistance. Report results of
technical assistance on a regular basis.
7. Provide direct in-country technical assistance, as appropriate,
within areas of expertise.

Coordination and Information Sharing

1. Coordinate technical work in the country, to the greatest extent
possible, with related projects such as MMIS, RPM Plus and SPS, Track
1.0 grantees and other USG supported cooperating agencies funded to work
in the country.
2. Work closely with the Affordable Medicines for Africa (AMFA) and
MAP International who will coordinate project activities with faith
based organizations.
3. Actively seek opportunities to work with civil society
organizations (NGOs, CBOs, etc.) at all levels, as appropriate.
4. Actively seek opportunities to work with other donors including
the Global Fund, World Bank, DFID and bilateral organizations with
guidance from the USG Activity Manager.
5. Build relationships and manage communications with USG Agencies,
government ministries, host-country institutions, and others on specific
topics related to the activities within South Africa.
6. Manage communications with SCMS and USAID | DELIVER project
technical and management staff in Arlington offices.
7. With the Country/Senior Program Managers, develop
client-centered methods of responding to needs of and requests from
in-country stakeholders.
8. Develop and maintain an understanding and appreciation of the
historical, political, economic, demographic, and public health issues
in South Africa.
9. Ensure effective communications within the field office staff.
10. Share country program experiences and results with other SCMS
and USAID | DELIVER project managers to promote the use of best
practices and to take advantage of lessons learned.

Other Management Activities

1. Provide leadership and team-building activities for the
in-country field office to strengthen teamwork, efficient use of time,
individual work planning, communication and customer relations.
2. Develop and manage country program budgets; with the
Country/Senior Program Managers negotiate funding with USG Agencies.
3. Oversee finances and cash flow and ensure adequate availability
of project funds to complete required project work while providing
direct supervision to the Finance and Administration Manager.
4. Prepare monthly and quarterly reports for submission to the
project management offices in Arlington, Virginia.
5. Identify and recruit staff for the in-country field office as
necessary.
6. Set up and maintain performance management plans including the
establishment of key performance indicators.
7. Conduct annual performance reviews of in-country staff.
8. Manage, coach, mentor and motivate staff.
9. Perform other duties as assigned.

QUALIFICATIONS

1. Post graduate degree in public health, pharmacy, procurement,
logistics, supply chain management or equivalent education and/or
experience.
2. Significant relevant experience in international public health
with most experience in commodity policy, management, and supply chain
systems strengthening, especially in the South African context.
3. Ten years or more of experience in the field of HIV/AIDS, health
logistics, family planning or health development.
4. Proven experience in managing public health projects in a
challenging developing country environment, in consultation with
national and provincial governments.
5. A minimum of five years operating at a senior management level
in a development context; South Africa-specific experience preferred.
6. Proven experience in leading and managing teams in a
multi-cultural environment. South African citizens are strongly
encouraged to apply.
7. Excellent strategic thinking and planning skills with experience
in applying these in a complex and sophisticated development context.
8. Excellent written and oral communications skills. English
fluency required including speaking, writing, understanding, and
reading; additional proficiency in other local South African languages a
plus.
9. A proven ability to work as a part of a team but self-managing
of own time.
10. Demonstrated intermediate skills in Microsoft Office Suite
applications, including Word, Excel, and PowerPoint. Familiarity with
Microsoft Project and Visio a plus.
