E-drug: Magnesium sulphate injection for eclamptic convulsions

I am currently examining the extent of the use of magnesium sulphate for
eclamptic convulsions both in developing and developed countries. I am
particularly interested to know the following:
(1) Whether Central Medical Stores or (equivalents) prioritise magnesium
sulphate as a Vital, Essential or Necessary item in the VEN categorisation
and (2) Whether its use is restricted to specialists and central (tertiary)
hospitals only or whether it can be prescribed at provincial and district
hospital level.

[magnesium sulphate is included in the essential drugs list recommended by
the Australian team involved in implementing the Tibet PHC and Water Supply
program in Shigatse Prefecture. In training for the MCH section it is
recommended for eclamptic convulsions and can be used at the district
