Dear Mr. Domosbian:
I have some information from Canada regarding your request about laws that
refers to nonprescription drugs sale in other countries. The Canadian Drug
Advisory Committee (an Advisory Committee to Canada's Provincial Pharmacy
Statuatory Organizations) has prepared a report on the Harmonization of Drug
Schedules in Canada. This document (as far as I know) is awaiting final
approval from the provinces.
In order to provide greater consistency in drug scheduling across Canada,
four categories of drugs are proposed:
Schedule I Drugs that require a prescription as a condition of
sale.
Schedule II Drugs that are available only from the pharmacist
and without a prescription. There is no opportunity for patient self-selection.
Schedule III Drugs that are available without a prescription from
the self-selection area of a pharmacy.
Schedule IV Drugs not listed in Schedule I, II, or III that may
be sold from any retail outlet.
I have a copy of the Final Report of the Canacian Drug Advisory Committee
and it is called "Harmonized Drug Schedules in Canada" and is dated May 1,
1995. There may be another edition, but I don't think so. It is bound and is
about 240 pages long.
You could request an copy (and hopefully they'll send it out but there may
be a charge - I don't know) from:

I hope this helps!
